MISSION

Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 200 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.

SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. The first 9 months of 2013 have been extremely challenging due to the workload in the 3 bases working on refugees assistance programs, including the opening of a new base where SI was the first NGO settling there. The budget for 2014 should be of about 5 M€, with 4 operational bases + the coordination team in capital, and the team should be made of around 20 expats and 200 national staff.

Goal/purpose:

  • To ensure that HP and Community Mobilisation (CM) activities are standardized and implemented for all activities within Ajuong Thok camp where SI undertakes Watsan and Hygiene Promotion programs.
  • To supervise the HP and CM teams: recruitment (if necessary), management, training, etc…
  • To adapt with relevance the existing HP activities related to the situation, in order to improve behavioral change and existing practices
  • To develop and identify new strategies to create a quick awareness among the community
  • To coordinate with all the other agencies involved in Ajuong Thok Camp
  • To give support to the Watsan program with regards to Community Mobilization.

PROFILE

Education:

  • Bachelor’s degree or equivalent
  • Graduate in Hygiene / Health studies / social studies

Experience:

  • Experience in Health and/or Hygiene Promotion programs
  • Experience in community mobilization
  • Experience in refugee camp is an assest
  • Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response;
  • Previous experience in South Sudan is an advantage;
  • Previous experience with SI preferable.

Skills and knowledge:

  • Capacity to provide leadership, training and supervision to their team
  • Adaptable and able to work in a team
  • Diplomacy and coordination skills to highlight the value of coordinated activities;
  • Project development / cycle management and reporting skills;
  • Ability to delegate;
  • Interest in and ability to quickly understand complicated community contexts;
  • Knowledge of SI rules, tools and procedures;
  • Strong management and training/capacity-building skills;
  • Display initiative with solid organizational and communication skills;
  • Stress management skills: Ability to work under pressure, with peaks of heavy work loads;
  • Adaptability to changing work environment and possible volatile security situation;

Other desirable qualities:

  • Commitment to the fundamental principles of SOLIDARITES INTERNATIONAL’s charter and ethos
  • Ability to live in remote areas and insecure environments within related restrictions.

Language:

  • Fluent English : speaking, reading and writing skills
  • Arabic is an asset

Computer skills:

  • Proficiency in Microsoft Office. GIS skills an asset

CONDITION :

Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD. Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. - Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. - Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs). During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
