War Child Holland programme in South Sudan
War Child Holland is working in Southern Sudan where we have developed a community based programme implemented with local partners in and around Central and Eastern Equatoria States. The programme aims to protect children by contributing to the creation of a safe, protective environment for children and young people in Juba, Yei and Torit in South Sudan.
The Challenge
You will actively lead War Child Holland’s monitoring, learning and research practices in developing and implementing systems and tools. You will lead in the systematic collection of data, coordinate areas for research, and you will ensure the effective use of Monitoring & Evaluation (M&E) information in management for impact and communications. You will play a key role in capacity building of staff, partners and relevant government departments. Establishing close relations with government counterparts as part of the DFID Girls Education Project in Eastern Equatoria state is part of your challenge. The goal of establishing these relations is to support the institutionalization of a monitoring, learning and research framework and approach. You will spend 50% of your time working on the Girls Education Project with War Child staff and partners. This includes leading in the design and training for the introduction and familiarization of the relevant State Ministry of Education staff, Country Education Departments and School Management with the South Sudan School Attendance Monitoring System. In addition, you are responsible for entering, consolidating and analyzing the collected data throughout the project implementation. You shall dedicate 50% of your time taking on responsibility for the overall development and implementation of Planning, Monitoring, Evaluation and Research (PMER) methods/tools. Training and management of specific PMER (support) projects is part of your job in order to capture impact and outcome for all data of WCH projects in South Sudan. You will represent WCH externally in relevant (inter) national platforms/networks in consultation with the Programme Development Unit team members and you will support the preparation of marketing materials and fundraising proposals.
You will report to the Program Development Manager and work in close collaboration with colleagues in the South Sudan Country Office and Field Offices. The PDA (MRL) draws on support from the WCH Programme Learning and Accountability team to ensure compliance with WCH minimum standards. The PDA (MLR) also works closely together with a consortium INGO partners within all War Child South Sudan programmes.

Profile
• Bachelor degree in a relevant field of study. (eg: development, statistics, demography, social science) and other relevant qualifications in M&E. An advanced qualification in a relevant field would be of added advantage; • Minimum of 2 years of relevant experience within an international (NGO) environment, preferably in a developing and/or (post) conflict country; • 3 years of hands on experience in development and management of PM&E systems and research work; • Experience in organizational development and advising on learning and accountability related issues; • Experience of working with modern statistical data analysis tools is an added advantage; • Practical experience of working in environment with limited local qualified staff; • Experience living and working in complex security contexts; • Planning and organizational capabilities. Result focused and cost-conscious. Team player with hands-on mentality; • Required: Fluency in English with exceptional written and verbal communication skills.
Job Location: Torit, South Sudan (with extensive travel to other field locations in South Sudan)
Starting date: November 2013
Duration assignment: Initially for 1 year
South Sudan is a non-family position; the expatriate is not allowed to bring a partner and/or children to South Sudan.
