Engineering and Procurement Trainers

City Bor, Malakal, Rumbek and Yambio Description Pact is seeking Engineering and Procurement Trainers for an anticipated Local Governance and Service Delivery program in South Sudan. This program will develop the capacity of local governments to assume their responsibilities in the planning, implementation and oversight of local development activities. The trainers will be based at the state level (one each in Bor, Malakal, Rumbek and Yambio) with approximately 70% of their spent at the county level. They will be supported by national training specialists.

This consultancy is contingent on funding.

Specific Duties:

• Work with and support state ministry staff with responsibility for county and Payam Development Grant (PDG) investments • Organize state-level training courses on engineering and procurement for local investment sub-projects • Support local government at county level to develop procurement plans and undertake procurement of approved sub-projects at the county level and at the community level • Support counties to among others design projects including bills of quantities • Supervise physical execution (by contactors and communities) of sub-projects including issuing of certificates (interim and completion) • Conduct frequent visits to the counties for on-the-job mentoring and technical guidance for implementing program methodologies Qualifications: • Graduate qualification in civil engineering. • At least 3 years of working experience obtained after graduation. • Demonstrated experience in designing and conducting procurement of small-scale public works, including development of specifications and bills of quantities, procurement plans, tender documents and standard forms. • Demonstrated experience in supporting local governments and communities managing the implementation of typical infrastructure subprojects in remote areas under difficult logistical conditions. • Demonstrated experience in institutional strengthening of sub-national entities with a preference for experience in training of local staff. • Should be computer literate and fluent in English. • Work experience in South Sudan or a similar developing fragile country will be an added advantage.
