Country and Project Background: In addition to our malaria control work our five core programmes in South Sudan are; the provision of community level treatment for childhood diseases for diarrhoea, pneumonia and malaria through integrated Community Case Management (iCCM); nutrition for under fives including emergency nutrition and SMART surveys; Health Systems Strengthening including HMIS and IECHC training at County Health Department level; LLIN continuous distribution pilot study and the recently concluded operational research and support for mass drug administration on Neglected Tropical Diseases. We also work with the MoH on policy and guideline development.
Malaria Consortium has an office in Juba and a large sub office in Aweil, Northern Bar el Ghazal and manages a additional programs in other states through the main office in Juba. Currently the South Sudan office manages six grants with approximately 65 staff and has a projected income of £3m for the 2013/14 financial year.
Job Purpose: The role of the Finance and Management Accountant is to ensure the completeness and integrity of the financial information in PSF, contribute to monthly reporting, provide support to project managers on budget management and reporting to external donors. In addition, the Finance and Management Accountant will support the CFM in his duties and manages the Juba finance team.
Key Accountabilities:
Financial Accounting: • Oversee the day-to-day running of the finance office. • Ensure that all financial transactions are conducted according to National (legal), Malaria Consortium and Donor requirements:. • Ensure the timely and accurate recording of financial transactions in the accounting software. • Prepare the monthly ‘Month End’ Checklist. • Assist auditors during their review on program and organisational audits. Management Accounting: • Assist project managers in the compiling of budgets for new projects • Assist with preparation of CORE budgets and in the preparation of annual planning, and quarterly reviews • Ensure all grants have budget codes and are mapped and phased at the start of the grant and with quarterly re-forecasts. • Ensure monthly BvA provide a clear and accurate presentation of the spending per project and is submitted timely to the project managers. • Assist project managers to plan future expenditure and cash needs and to take remedial action where there are overspends or underspends • Maintain a database of costing to enable cross-project comparisons to be made and to assist and speed up the preparation of new project budgets by technical staff • Assist CFM in ensuring that all common cost recharges are posted to the finance system in line with the MC Recharge Policy with a clear and logical audit trail Compliance and Donor Reporting: • Prepare donor financial reports in conjunction with project managers on a timely basis and with the frequency required by the donor. • Review all grant agreements prior to signing and ensure MC can comply with all requirements • Ensure integrity of the donor ledger and correct posting and reconciliation of all invoices • Ensure compliance with all donor and MC procedures through training and regular supervisory field visits Staff Management: • Manage and advance the performance of the Roving Finance Officer, Finance Officer (GL), Finance Officer Cash and provide technical support to the Field Finance Officer. Training, Instruction & Development: • Develop & Maintain finance briefing pack for staff induction. • Conduct financial trainings on Malaria Consortium systems for staff. External Representation: • Attend meetings with both internal and external stakeholders as necessary Other: • Participate in asset inventories and stock counts. • Participate in Procurement Committees and HR/Admin working groups (job grading, etc) • Temporary assume duties of other finance team members when required. • Assist the Country Finance Manager and Regional Finance Manager in improving financial systems by providing ideas based on day-to-day experience
PERSON SPECIFICATION
Qualifications and Experience:
Essential:
• Qualified ACA, ACCA, CIMA Accountant or similar
• Knowledge of NGO donors and their financial reporting requirements
• Minimum of three years experience, with at least one year in a managerial position
Desirable:
• At least five years operational experience.
• Experience of working in The Sudan’s (North / South)
• Experience of working in an auditing firm
• Previous experience with PSF accounting software
• Knowledge of project management and project cycles
• Additional professional qualifications
• Experience of USAID, CIDA, DfID, CHF compliance
• MANGO trainer or trainers or similar qualification

OTHER KEY INFORMATION
Length of contract: 12 months Location: Juba Travel involved: Yes, to field sites across South Sudan for trainings, workshops and supervisory visits. Other: An independent en suit accommodation is provided in Juba within the MC Guest House compound. House is in walking distance from office.
