Exciting opportunity to join a progressive organisation to help shape the future of armed violence reduction programming in South Sudan.

Background

In South Sudan, the Danish Demining Group (DDG) is merged with the Danish Refugee Council (DRC) and focuses on human security programming. DDG and DRC have been present in South Sudan since 2006 and currently have operations in six of the ten states. Initially DDG’s focus was on traditional Mine Action activities such as Explosive Ordinance Disposal and Mine Risk Education but, in recent years, DDG has developed an innovative and fast-expanding Armed Violence Reduction (AVR) programme.

DDG’s AVR Programme in South Sudan aims to build stronger legitimate institutions and more robust societies, capable of managing tensions and shocks so that there is a lower likelihood of instability and conflict in the future. To facilitate this, emphasis is placed on delivering integrated projects that span security/safety, governance and socio-economic lines of operation (for delivery through DRC or other partner agencies).

Purpose

The AVR Project Officer supports field implementation of AVR activities in Northern Bahr-el Ghazal (NBeG). Specifically, this includes quality assurance of facilitation and planning processes in an inclusive and conflict-sensitive way; supporting communities to effectively participate in planning processes; providing on-going conflict assessment; management of sub-office. Based in Aweil, NBeG, with regular travel and extended stays in project implementation sites, the incumbent coordinates and directly participates in the work-plans of two field facilitation teams.

Management

The incumbent reports directly to the AVR Project Manager, Northern Bahr-el Ghazal.

Key Responsibilities

Project implementation:

• Manages relevant sub-office(s) [Team Leader]; • Ensures the agreed methodology and modes of operation are applied; • Conducts field-based monitoring and evaluation; • Prepares rotation planning for field facilitation teams; • Coordinates activity with relevant government counterparts; • Contributes to the submission of interim reporting.

External relations:

• Develop and maintain positive relationships with relevant authorities and key partners; • Within delegated authority of the Project Manager, represent DDG with partners, external actors and donors.

Finance & Administration:

• Control project accounts, in compliance with established systems and procedures; • Supervise team and contribute to effective performance management; • Participate in recruitment of national staff; • Provide training and capacity building for staff.

Logistics & Procurement:

• Ensure management, control and oversight of fleet, asset and procurement procedures, in compliance with established organisational systems and instructions.

Security:

• Ensure minimum operating standards are met and coordinate response in case of specific security incidents.

Requirements

• Master’s degree in a social science (human security, international development, humanitarian assistance, conflict resolution, or similar) • 3 years of relevant experience, including at the international level • Training, mentoring and facilitation skills • Project cycle management knowledge • Excellent oral and written English • Good cultural sensitivity and security awareness • Ability to live and work effectively in basic conditions for extended periods • Familiar with conflict sensitive approaches, desirable • Familiar with conflict assessment methodologies, desirable • Experience working in the region, advantageous

Duty station: Aweil, Northern Bahr-el Ghazal. Basic accommodation is provided in Western Equatoria. Accommodation on the DRC-DDG compound in Juba is provided during visits to the country office. This is a ‘non-family duty station’ and applicants must be prepared to live and work in an unstable security environment with limited recreational and social facilities.

Contract: 12 months with a possibility for extension, subject to funding and performance. This position is offered with five weeks of annual leave and currently attracts an R&R entitlement. Medical insurance is provided.

Salary: Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. This position is offered at salary level A13.

Start date: March 2014.
