Background The Dutch Consortium for Rehabilitation planned to conduct a participatory video production exercise in Lainya county where its member organization ZOA operates. This is part of DCR advocacy and communication component vital for awareness creating by empowering the community members to identify and express issues they would like to change in their communities thus becoming active agents of change. This ToR stipulates the scope of the project as will be facilitated by a consultant. Since the start of its activities in 2011, DCR South Sudan has implemented interventions ranging from the access to quality education, health services, Water and Sanitation, Community Governance, Food Security and Livelihoods in three states within South Sudan. Of interest to this current proposal are activities in the livelihoods area. Specifically, the activities of the Village Saving and Lending Associations, farmer field schools, women knitting sweaters in Lainya County being supported by ZOA.
- Scope of Work DCR South Sudan intends to hire the service of a qualified individual film consultant capable of assisting beneficiaries in designing and producing a participatory video. The completed film is to show messages from DCR project beneficiaries and will be used as a source of community participation information. As programs are constantly changing and evolving, the consultant will be responsible for setting a meeting schedule with both DCR Secretariat and at field levels and the beneficiaries in order to ensure that the final outcome is a true reflection of the community activities as expressed by the beneficiaries themselves.
Technically, the successful consultant will have the equipment necessary to instruct participants to produce a film within the shortest time possible made by beneficiaries, with the consultants technical assistance. The consultant will be required to submit footages for approval to DCR South Sudan Secretariat before the final version of the film is produced and will be capable of completing revisions in an efficient manner. However it is noted this is not a professional production, this is to be lead by and filmed by beneficiaries. Thus the consultant will facilitate and help beneficiaries design what they want to show through development of a story board and planning the production.
The consultant should meet the following attributes: Technical Approach (40%): She/he shall detail how they would work with community that may have never worked on such a project before let alone get behind it. The bidder will provide a detailed plan of activities to be undertaken to ensure success over the two - week period. Personnel (15%): The consultant shall list and briefly describe his or her qualifications or any of the lead technical staff proposed to work on the assignment. (CVs to be included in annex) Consultant Experience (30%): The consultant shall submit a brief description of past or current grants/contracts for efforts similar in size, scope and complexity to this request. Cost/Justification (15%): The consultant shall propose a realistic cost estimate for this assignment, including a breakdown of the budget and justification of expenses. The budget shall include only those costs that can be directly attributed to the proposed activities. The budget should include the costs of production of materials, logistical and other direct expenses and, consultancy fee.
Purpose of the Project: To equip the DCR beneficiaries with knowledge necessary in participatory video production and enable them come up with a video of themselves which will help raise awareness about issues they would like to change in their communities and become active agents of change.
Specific objectives: • To enable community show their achievements with the livelihood program or any other program within their community in Lainya County. • To help the Lainya County community express what they feel and the knowledge they have. • To help community identify and emphasize their important needs. • To increase awareness that individuals in this area are in control of their own destinies.
Expected results The participatory video becomes a powerful means of documenting DCR beneficiaries experiences, needs and hopes from their own perspectives initiating a process of analysis and change that celebrates local knowledge and practice, while stimulating creativity both within and beyond the community.
