- GENERAL DESCRIPTION
The Dutch organisation HealthNet TPO is a knowledge-driven, non-profit organization that works in areas disrupted by war, disasters and poverty. Working together with local populations it works on rehabilitation and sustainable health care development.
HealthNet TPO’s programme in South Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care in Sudan. HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities.
Currently HealthNet TPO implements health programmes in the Greater Bahr el Ghazal region. The programmes focus on delivering primary health care to the general population through the implementation of activities that range from building of institutional capacity to strengthening community structures. The programmes are currently funded by two main sources (Health Pooled Fund (HPF) and the Dutch Ministry of Foreign Affairs).
HealthNet TPO is seeking a project manager based in Nyamlell to lead its programming in NBeG.
PURPOSE OF POSITION
The project manager is responsible for HealthNet TPO’s operations in NBeG. This includes managing a primary health care delivery programme (Health Pool Fund - HPF) and a sexual and reproductive health programme (South Sudan Health Action and Research Project - SHARP)CORE RESPONSIBILITIES AND TASKS:
• Be responsible for work plan implementation and budget expenditures of the HPF and SHARP projects.
• Plan project activities against outputs and budgets. This includes being responsible for operational and financial planning, as well as human resources, logistics and procurement.
• Establish and maintain good teamwork among all members of the team
• Build and maintain good relationships with local government (SMOH/CHD), local communities and other stakeholders and ensure that implementation of project activities is done in close collaboration with all stakeholders involved.
• Be responsible for all internal and external monitoring and reporting procedures including donor reporting
• Be responsible for the security of the team (approximately 10 people) and assets in a changeable and volatile security environment, including initiating and organising evacuation if necessary
• Be responsible for close monitoring of the local context developments (including attending regularly the NGO security meetings).
• Represent HealthNet TPO and its activities in all required fora (meetings with government authorities, project partners, NGO health forum, community groups, donors, and other stakeholders)
• Closely collaborate with MoH at state and county level ensuring that HealthNet TPO projects effectively contribute to MoH capacity building and comply with state MoH strategies.
• Play an active role in the acquisition and development of new projects/programmes.
4.PROFILE
• An advanced degree in a relevant field (development; management, etc.);
• A minimum of 4 years’ experience and proven skills in all aspects of Project Management including the utilization of tools such as logical framework, PCM, M&E framework and theory of change;
• Knowledge and experience managing programmes in fragile countries, preference is given it previous experience in South Sudan;
• Experience in working in health programming is an advantage;
• Leadership skills able to motive and guide a culturally diverse team;
• Proven problem solving and organizational skills, flexible and calm in a challenging environment;
• Excellent team player;
• Excellent interpersonal communication skills;
• Fluency in written and spoken English;

This is an unaccompanied position based in Nyamlell, NBeG, South Sudan. The initial contract is pending donor approval and will be for 12 months, with the option to extend based on performance and donor funding.
