Context: Under the overall Supervision of the Chief of Mission in Juba, and under the direct supervision of the Head of Operations, the successful candidate is responsible for organizing, managing and implementing all aspects of the Rapid Response Fund (RRF) cycle from receipt and review of applications from national and international NGOs, as well as needs assessment based requests from IOM field offices, ensuring adherence with RRF Guidelines, through to the approval, administering and monitoring of projects. These responsibilities include having a firm understanding of the narrative and financial content of each grant, as well as undertaking the overall monitoring of all RRF activities. The Grants Manager is the principle administrator of RRF activities, and has the overall responsibility of ensuring that the content and processes of grants consistently meet project objectives and IOM standards.

Core Functions / Responsibilities: 1. Oversee the Rapid Response Fund and ensure the rapid development, tracking and implementation of grant ideas and approved grant activities. 2. Monitor the humanitarian situation and promote the Rapid Respond Fund through different forums (Cluster meeting, Emergency Preparedness and Response (EP&R), etc.) and by developing and maintaining a large network of non-governmental organizations (NGOs) to ensure a rapid humanitarian response in case of the occurrence of a natural or manmade disaster. 3. Coordinate delivery of relief funds provided by IOM/ Office of U.S. Foreign Disaster Assistance (OFDA). Ensure that disbursements are carried out in accordance with IOM standards and procedures, and relevant United States Agency for International Development/ (USAID/OFDA) rules and regulations. 4. Manage, modify, update and maintain the Fund Database to ensure that all hardcopy and electronic documents for all grants are completed, filed and in order. 5. Manage the overall quality of grants documentation, in English, and for the timely submission of all relevant grant applications that meet RRF criteria to OFDA; serve as a focal point for all changes made to grant records and grant approvals in the Database. 6. Develop, enhance and maintain strong communication channels with programme counterparts in the field offices in order for them to understand the criteria and availability of the RRF so that, should an emergency arise, the fund can quickly be activated to support IOM’s response activities. 7. Review the narrative components of all grants and reports closely while providing applicants with necessary support during the grant development process and throughout the project implementation cycle to ensure that approved grants successfully implement the goals and strategic objectives of the programme. 8. Coordinate Memoranda of Understanding with IOM’s Legal department in HQs when necessary. 9. Supervise the programme’s grant process including financial aspects to ensure appropriate standards of accounting and controls are met, and programmatic aspects to ensure that grant activities reflect the overall ‘intentionality’ and objectives of the programme.

  1. Conduct field visits in order to monitor and evaluate funded activities.
  2. Establish and maintain the reporting system of programmatic activity for donor and the Mission and IOM as required. Provide to the donor and relevant IOM departments with activity notes/grant updates on a regular basis.
  3. Manage and oversee the programme Database includes centralized financial tracking of all grants; liaise regularly and actively with financial, logistical and procurement units in order to further programme objectives and ensure that programme standards are followed.
  4. Liaise with the donor as needed to revise and update the Database, including submission of grant, budget and grant amendments, if required.
  5. Maintain an extensive information management system, produce reports and run queries on the database in a rapid fashion as requested by the Head of Operations, develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in the area of grants activities and management.
  6. Monitor and maintain a full inventory of costing for each specific grant; coordinate closely with the finance and procurement teams on grant and programme financial reporting.
  7. Perform such other duties as may be assigned. Technical a) delivers on set objectives in hardship situations; b) effectively coordinates actions with other implementing partners; c) works effectively with local authorities, stakeholders, beneficiaries, and the community to advance country office or regional objectives.

Required Qualifications and Experience a) completed advanced degree from an accredited academic institution preferably in Business Administration, Management or a related field; b) five years of relevant professional experience (or seven years for candidates with a first level university degree) in community-based and/or small-grants programming; infrastructure works, procurement and civil-society strengthening; c) experience working with the United States Agency for International Development (USAID) programmes required, preferably of the Office of Foreign Disaster Assistance (OFDA); d) previous experience in operational activities in a post-crisis or emergency area an advantage. Languages Fluency in English is required. Knowledge of Arabic an advantage.
