General Description of the Programme:
Initially GOAL’s activities in Southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warap State, saw a move to longer term interventions although the focus of the intervention remained emergency response. GOAL South Sudan currently operates programme in Twic County, Warap State, Agok and the Sobat Corridor in Upper Nile State.
GOAL South Sudan interventions have in recent years expanded to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.
General Description of the Role: The WASH component of the programme includes: the provision of safe water through establishing of Communal Water Infrastructure; Improving access to safe sanitation practices through latrine constructions and ensuring project sustainability through community engagement processes.
GOAL’s WASH activities implementation is moving away from relief interventions to more sustainable approaches. The WASH Coordinator will work closely with the Community Health Coordinator to ensure that community hygiene promotion is coordinated with the WASH team’s activities. In addition, the WASH Coordinator will liaise closely with Area Coordinators, other programme coordinators and local communities to improve community participation, ownership and sustainability of all WASH activities. This is a field oriented job necessitating a considerable amount of time working on day to day management issues in sometimes challenging circumstances.
The WASH Coordinator will be directly responsible for the overall management, technical and programmatic oversight of water and sanitation activities, including (but not limited to) planning of activities to be implemented, supervision of the activities to ensure that the agreed minimum standards are met, implementation approaches are followed, sound financial management of these activities in GOAL South Sudan’s programming areas including remote support to GOAL North on WASH related issues when called upon during the transition period of the Abyei and Kurmuk sites. The WASH Co will also ensure overall technical support and management of all water and sanitation staff, and direct management of the WASH Field Managers.
Key Duties:
Programme Management To take the lead in designing, managing and implementing GOAL’s WASH programme in South Sudan
To promote community participation and ownership through liaising with beneficiary communities, establishing, training and supporting community engagement and ensuring that activities are implemented to reflect coverage and prioritised needs.
To support identification of appropriate new activities in consultation with Field Staff, local communities, local authorities and organisations operational in South Sudan
To support the WASH Teams in developing and implementing acceptable WASH Infrastructure designs, using appropriate technology where possible
To support the WASH Teams in developing Bill of Quantities (BOQs) for all WASH infrastructure being undertaken by GOAL SS
To support the ACD Programmes in planning and programme development and application of management tools including the Budget Monitoring Tool
Support the WASH Team in developing relevant Training Modules and Monitoring Tools to be used for Community Trainings
Contribute towards development of relevant WASH policies, protocols and guidelines to be implemented within the WASH programme at country level.
To contribute towards development of programme implementation approaches, strategies and the overall Country Programme Strategy
To carry out any other reasonable duties as requested by the CD/ACD Programmes
Logistics and Budget Management To review WASH related procurement requests from Field Managers, approve where appropriate and follow up with the Logs Co/Procurement Manager for timely delivery
To support the WASH Teams in developing and reviewing activity based budgets for all WASH Programme and programme support components
To review and monitor all expenditure on these budgets and ensure that there is no significant variance between approved budget lines
Review and approve as per authorisation level, all WASH related cash requests from WASH Field Managers
Support Field WASH Managers in tracking monthly field cash requests through developing relevant tracking tools
Review the Monthly DSR and advise the ACD Programmes on any discrepancies and on programming implications of the expenditures
Support logistics in developing technical tender/bid documents related to WASH Infrastructure constructions, consultancies and conduct technical evaluation of the same.
Coordination To ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGOs
To liaise with other organisations engaged in similar activities in South Sudan, including the government authorities, UN and other NGOs
To liaise closely with the Area Coordinator and other programme coordinators to ensure good integration and synergy of all programme activities
To Represent GOAL SS in all External Related Forums when called upon by the ACD Programmes or the Country Director
Capacity Building and Human Resource Management To directly manage the WASH Field Managers and ensure that program activities are completed within the specified timeframe and to acceptable level of technical and program quality
To Conduct Annual staff Appraisals to the Field WASH Managers in collaboration with the Area Coordinators as well as review all Appraisals for staff under the Field WASH Managers
Facilitate Staff Training on areas of Technical Capacity Gaps as captured in the Appraisals
Support Field WASH Team in Capacity Building of the Target Communities and Local Authority where necessary
Reporting
Review all WASH related donor reports and input into proposals and contribute WASH information as appropriate
Compile all WASH Monthly Reports
Develop all WASH Indicator Monitoring and Evaluation Tools and review the same once undertaken by the Field Teams
In liaison with the PHC Co and the Nutrition Co, develop/review tools for both qualitative and quantitative surveys covering WASH
Requirements: Degree in Civil/Water/Environmental engineering, or related field
Experience of project management
Experience of contract management highly desirable
Experience of working with communities and community-based organisations
Experience in promoting community involvement and participation in programme implementation including set up and training of water user committees and sanitation committees and managing community relations and interaction.
Previous experience of implementing rural water and sanitation projects
Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee activities
Ability to implement effective projects with sometimes limited resources.
Excellent computer skills including familiarity with Autocad (latest version), Microsoft Word and Excel.
Ability and willingness to work in remote areas for extended periods of time
Outgoing personality with excellent communication skills.
Good team player, flexible and capable of working with a multinational country team
