The security situation inside South Sudan is threatened by two factors; 1) multiple rebel militia groups that emerged during the period between the referendum and the independence (first 6 months of 2011) were very active up to end of 2012 and 2) traditional rivalry between different ethnic groups create regular to pick of violence in various parts of the country.

In July 2013, the entire cabinet, including Riek Machar, the vice-president, was dismissed by Salva Kiirn, the President of South Sudan on the official reason to decrease the size of government. However, Riek Machar said that this was a step towards dictatorship on the part of Kiir and that he would seek to challenge Salva Kiir for the presidency. Fighting broke out at two 2 locations in Juba. The government claims that it successfully foiled an attempted coup orchestrated and led by the former Vice President, Riek Machar. The fighting has resulted in the death of many soldiers and civilians and was the first step towards destabilization throughout the country. Bor, Bentiu and then Malakal were the more strategic towns to be targeted by hostilities between the government and the opposition led by Riek Machar. The military and political crisis has turned into a serious ethnical crisis between the 2 major tribes (Nuer and Dinka).

As regard to the humanitarian situation, the number of people reported displaced by the current crisis in South Sudan has risen to up to 232,283 as of 9th of January, including up to 60,437 people sheltering in UN compound. Around 167 000 displaced persons received humanitarian assistance.

Since Sunday 5th of December, the two warring factions from South Sudan held direct peace talks for the first time since conflict began roiling the country last month. These direct talks focused on a cease-fire and the release of political prisoners in jail following the attempted coup d’Etat.

Up to December 2013, Solidarités International (SI) implements 3 kinds of programs:

  • Emergency Preparedness and Response WaSH activities in all South Sudan.
  • Rural and semi-urban WaSH activities in three states in the North East part of the country: Jonglei, Upper Nile and Unity.
  • Emergency WaSH interventions in the camps welcoming Sudanese refugees in Upper Nile and Unity States (Yusuf Batil & Yida).

Since 23th of December 2013, SI phased out from Yida and Ajuong refugee camps.

Since the 22th of December, SI focused its intervention on emergency WASH response in Juba, at the UN house.

Objectives of the Position

General objectives

  • In line with the EPR coordinator, to ensure emergency response to accurate WASH needs following the December 2013 crisis
  • Team management of all operational staff including trainings
  • Collaboration with support department (logistics, admin and HR)
  • Proper organisation of all aspects related to the EPR WASH reponse

Specific objectives

  • To maintain good work relations with the EPR coordinator and the EPR log manager
  • To be able to work under pressure and to manage heavy workload (7 days a week)
  • To be autonomous and to ensure reporting on time to the Coordination team

PROFILE

Experience

  • Bachelor’s degree or higher in engineering, hydraulics, water network management, or similar field
  • At least two years of program management experience in WASH including a field experience (conflict/ post conflict area) of implementing emergency humanitarian programs
  • Working knowledge of repair and maintenance requirement of India Mark hand pumps, bio sand filter and surface water treatment plant
  • Experience in training; ability to design and implement training sessions on Water Treatment Plant / hand pump maintenance and repair, water analysis, etc.
  • Working knowledge of sensitization methodologies and experience in targeted hygiene promotion activities
  • Experience in community mobilization and skills in developing the social aspect of water management
  • Experience in emergency response required and establishing temporary water points
  • Experience on team management
  • Preferable experience in organizing and conducting KAP surveys
  • Experience with SOLIDARITES INTERNATIONAL is an asset

Skills

  • Humanitarian program implementation/ follow-up
  • Good skills in staff management
  • Technical support for the staff
  • Knowledge of emergency humanitarian strategies
  • Good command of initial evaluation tools in emergency contexts
  • Writing skills

Language

  • Fluent English, written and spoken
  • Knowledge of Arabic is an asset

Computer skills

  • Knowledge in GPS / Google earth

CONDITIONS

Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).

MISSION DURATION : 3 month with possible extension. Desired starting date (date of arrival in country): ASAP
