The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs All NRC employees are expected to work in accordance with the organisation’s core values: dedication, innovation, inclusivity and accountability. NRC has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA).

The security and humanitarian situation in South Sudan has deteriorated sharply since mid-December 2013 when violence erupted in the capital Juba and quickly spread to over 20 locations across the five out of ten states in the Country. Large-scale displacement and increased humanitarian needs have been reported and it is expected that the humanitarian needs will escalate further. NRC is currently operational in Central Equatoria, Northern Bahr el Gazhal and Warrap state, and the organization was planning to start up activities in Jonglei. With the current crisis and new displacement, NRC will reorganise itself to respond to this situation and will open up operations in other locations across the country.

The Emergency Program Coordinator shall act as focal point by leading and undertake technical quality assurance and guidance, ensure overall planning, implementation and operational management in addition to strategic development of the emergency response approach to programme activities in relevant operational areas in South Sudan.

Job description

As part of the Country Management Team and in conjunction with the CD, and by cooperation and supervision of the team, identify opportunities, initiate, plan, develop and contribute to the fulfillment of the aims and objectives for NRC presence in South Sudan.
Lead in the formulation, implementation and monitoring of an Emergency response programme including the design of projects to meet the country programme objectives in line with NRCs mandate, policies, strategies and relevant CCs.
Create networks with actors and ensure a coordinated approach with the clusters, local authorities, other organisations and agencies.
Ensure skilled staff (national and international) are recruited and retained in the Emergency programme by offering an effective training and capacity building programme.
Ensure the development and implementation of effective monitoring and evaluation systems in the emergency programme in collaboration with the CO M&E team, Regional office and HO.
Conduct assessments in relevant areas and participate in inter-agency assessments and determine the approach to the Emergency Response Programme for NRC in South Sudan.
Quality assure that a minimum level of individual and organisational duty of care is sought by establishment of an adequate crisis management prepared organisation.
Through monitoring, experience and knowledge of the conflict implications to South Sudan, and NRC’s regional response, contribute with, and share information with CD that will introduce added value to the accountability and effectiveness of NRC’s regional and country response.
Conduct and contribute in performing Assessments as situation requires, whereby creative thinking and sound judgement results in a effective reduction of risk to NRC while enabling access to beneficiaries. Contribute to the timely preparation, quality control and submission and of concept notes, proposals, budgets and reports to donors, CD and HO.
Undertake any other duties assigned by the CD.
Ensure the integration of emergency preparedness, Disaster Risk Reduction and “do-no-harm” principles in all programming.

Specific responsibilities are:

Develop steps and procedures in the planning and implementation of the Emergency response programme in accordance with donor agreements and NRC policies and procedures.
Ensure that activities are in line with budget lines and limitations.
Contribute to ensuring a high standard of financial integrity, budgetary planning and control across programming.
Undertake periodic monitoring visits to and provide feed-back to managers and staff
Ensure that the Emergency country programme contributes to NRC´s advocacy efforts, nationally, regionally and internationally
Contribute to the strategic planning of NRCs South Sudan Country Program.
Assess new areas of potential operation upon programmatic considerations; make recommendations for programmatic requirements needed for functional

Qualifications
Minimum 2-3 years of relevant experience within the humanitarian field
Experience from working with humanitarian programming in complex and volatile contexts
Professional knowledge and proven experience in project cycle management from assessment stage to finalization.
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Identify strategic and creative programmatic effective approaches to reaching beneficiaries
Recognizes the importance of inclusiveness in performance of ones work
Knowledge of the context in South Sudan is an asset.
Experience with start-up of new operational areas in a complex security environment

We offer
Commencement: Mid February, 2014
Contract period: 4-6 months, with possibility of extension
Salary/benefits: According to NRC’s general directions
Duty station: South Sudan
