Job Purpose: To support Concern’s emergency response operations in South Sudan by advising on and supporting set up and management of Concern’s protection programme to address immediate needs of victims of conflicts, displaced persons and other affected populations in Concern’s programme areas. The advisor will be responsible for advising on the design of humanitarian programmes, with emphasis on prevention strategies that tries to reduce the current threats of violations and prevent future ones occurring (protection mainstreaming in ongoing and new activities)
Main Duties & Responsibilities:
• Assessment and analysis of current and potential protection needs and concerns of IDPs (women, men, youth and elderly) in Concern’s programme target areas. Identification of the key protection priorities in the that require intervention
• Assessment of risks faced by children living in IDP camps with particular emphasis on physical and sexual violence, family separation, recruitment into armed forces
• Advise Concern South Sudan on protection services required and activities to be implemented such as
- referral to ICRC in cases of separated and unaccompanied children and family reunification
- referral system to respond to individual protection cases
- Initiatives to prevent abuse, exploitation, forced recruitment of children
- Psychological first-aid activities such as crisis intervention, peer support, and emotional support for survivors of violence and abuse
- Identifying safe spaces for women and children
- Strengthening capacity for information dissemination about GBV prevention measures and referral services;
- Activities that foster solidarity and rebuild social connections;
• In consultative process with CMT and partners design and support set up of Concern’s protection programme including staffing and training needs, funding requirements, M&E system
• Ensure that protection considerations are included in Concern current response and
• Assess the potential protection risks arising from Concern response (WASH; food distribution; shelter)
• Support to recruitment of protection staff
• Train Concern staff on protection in emergency situations including but not limited to protection sensitive assessments, protection in camp settings, sensitization on and prevention of GBV. Implement a complaints/feedback mechanisms.
• Liaise with other protection actors: NGOs, UNFPA, UNICEF, UNHCR, state authorities where appropriate
• Map existing protection service providers in the IDP camps
• Participate in protection cluster meetings
• Liaise with CCCM structures and advocate for protection needs of displaced, refugees and host populations
• Ensure reporting on Concern’s protection activities
PERSON SPECIFICATION
ESSENTIAL Education, Qualifications & Experience Required:
- A relevant third level qualification is preferable
- Essential knowledge of the principles of humanitarian protection
- Experience in protection needs assessment and project development
- Experience in using participatory approaches in project design and implementation
- Familiarity with Sphere
- Experience in developing training material, conducting trainings including for staff
- Experience in or understanding of accountability principles, equality
- Experience in working in a an unsecure environment
- Commitments to the principles and approaches found in the Programme Participant Protection Policy and Concern Code of Conduct
- Fluent English (written and spoken)
- Minimum of 3 year of experience in a programme that involves area/s of protection in emergency situations, preferably with an NGO
- Analytical skills and commitment to inter-agency coordination and collaboration in programme development and implementation ion emergency situations Desirable
- Previous work experience in Africa,
- Previous work experience in (post) conflict settings
- Experience of programme planning and monitoring
- Previous experience of complaints/feedback mechanism
