Specific context of Malakal, Upper Nile State
Malakal is the capital of Upper Nile State and is the 4th largest town of South Sudan in terms of population, with approximately 140,000 inhabitants. It represents an important economic centre thanks to its strategic location between North and South Sudan. Malakal is connected with Juba by flight (1h20) and Bentiu (50 minutes). The majority of the population are from the Shilluk tribe, but Malakal town counts an important population of Nuer and Dinka, which can sometimes create tensions. Northerners are mainly involved in trade and jobs with oil companies. The international community consists of an average number NGOs, UN humanitarian agency present and UNMIS team site. Before the present security situation, there were a number of well stocked shops in Malakal town as well as a number of hotels and restaurants.
Malakal’s population remains very poor. Around 85% of the population is still practicing Open defecation, and water access remains a challenge. Most of the residents stay far from River Nile which is the main source of water for Malakal town. Some parts of the city is not covered by the current water network, which require the population to walk hours to get water, or to get it from unsafe water points especially in the rainy season. In 2007, Solidarités International installed a modern water treatment plant in Malakal town that was meant to supply water to parts of town of Luakat. The water network was later handed over to the local authorities in 2009. At the time of writing, the status of the water treatment plant is uncertain.
The most reliable way to travel from Juba to Malakal is by plane which takes about 2 hours. Malakal town has a properly developed airport used by both UNHAS and commercial flights. Motor boat services are also possible from Juba and takes more than 5 days to Malakal, but this is used mainly to transport fuel and other heavy equipment.
Objectives of the position:
The logistician carries out logistics management of his/her base, in compliance with donors and SOLIDARITES International procedures
He/She conducts technical monitoring and capacity-building of Solidarites national logistics staff and systems in his/her base
He/She provides technical support to the program operations in relation to: procurement, transport and vehicle maintenance, asset management, compound maintenance, warehousing / stock control, and the distribution of goods.
He/she monitors and oversees his/her base to ensure that systems are being correctly implemented and comply with Solidarites International and donor standards
He/she ensures that Solidarités International’s logistics policy is properly implemented
He/she assists the Field Coordinator to implement the security procedures
His/her main tasks are:
- Logistics team management
- Supply management
- Vehicle fleet management
- Equipement/telecommunication management
- Management and monitoring of IT equipments
- Stock management
- Security and safety
- Reporting/communication
PROFILE:
Experience:
- Bachelor’s degree or equivalent
- Minimum of 1 year in Supply Chain management & logistics management experience in humanitarian relief contexts
- Demonstrated knowledge of Solidarites procedures
- Team management and supervisory experience
- Previous experience in South Sudan is major advantage
Skills:
- Strong management and training skills

- Strong capacity of adaptation, ideally from working/living in a developing country
- Ability to live in insecure environments
Language:
- Fluent English – written and spoken
- Arabic is an asset
Computer skills:
Proficiency in Microsoft Office Suite, working knowledge of spread sheet and database management.
CONDITIONS:
Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. - Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
- Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
