The NRC Country Programme is implemented in South Sudan through the following core activities: Education; Construction and rehabilitation of schools and emergency shelter; Emergency Food Security, WASH and Information, Counselling and Legal Assistance (ICLA). The ICLA project, like other NRC programmes, is designed to provide protection and durable solutions for IDPs, refugees and returnees in South Sudan, thereby contributing to the improvement of their living conditions and the development of viable and sustainable solutions. NRC South Sudan remains a programme in expansion. New areas of operation will be identified, assessed and programmes initiated as a continuous process in the coming years
Job description ■Develop, coordinate and manage NRC's project activities in Northern Bahr el Ghazal(NBeG) ■Financial monitoring of the budget ■Contribute to the development of ICLA South Sudan as well as NRC’s general country strategy, advocacy agenda and activities plan ■Identify, hire, manage, follow up and capacity build national staff ■Monitor, evaluate and suggest changes and improvements ■Prepare monthly narrative and financial reports ■Conduct regular monitoring/assessment of protection issues and act as state cluster lead for the work of the local protection cluster, including coordination of humanitarian/protection response ■Ensure good cooperation and exchange of information with the team/ ICAL project, other relevant partners and external actors ■Represent NRC, and present ICLA advocacy issues, in a professional manner in meetings with humanitarian partners, authorities and beneficiary communities ■Prepare applications, budgets and reports for donors ■Co-chair the protection cluster in NBeG ■Identifying and developing new programme initiatives ■Other relevant tasks as assigned by the designated manager
Personal qualities ■Communication, interpersonal, representation, negotiation and leadership skills ■Ability to manage a team in a challenging environment in a pro-active and culturally sensitive manner ■Ability to train, coach, and mentor staff ■Ability to work and live as part of a field-based management team ■Ability to work under pressure, independently and with limited supervision ■Team spirit and solution oriented attitude. ■Show initiative, flexibility, creativity and resourcefulness ■Patience, adaptability, and capacity to work with little infrastructure in difficult conditions
Qualifications ■Law degree in the field of international human rights law or other relevant educational background (political science, international relations etc) combined with relevant professional experience ■Excellent understanding of protection principles and the rights of returnees, IDPs and refugees. ■At least five years experience in coordinating or managing IDP/refugee related projects or programmes in post-conflict environments ■Proven experience in managing and coaching project teams with a focus on technical skills and confidence building approaches ■Previous experience in land and property issues, customary law systems and/or citizenship and nationality is an asset. ■Understanding of issues related to complex emergencies and humanitarian response ■Political and cultural awareness and ability to critically analyse contexts and situations ■Experience of working in areas with a volatile security situation and thorough understanding of security management issues. ■Extensive logistical, budgetary and organisational skills. ■Fluency in the English language – written and verbal ■Computer skills (common software programmes) ■Skills and experience in report and proposal writing
We offer ■Commencement: January 2013 ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions. Please note that tax fees may occur for some countries. ■South Sudan is a ‘non-family duty station’. The position is based in Aweil Town, in the central-east part of NBeG State. Extensive travel inside NBeg, with challenging road conditions. Aweil is usually quiet and relatively safe, and foreigners can normally move around in daylight hours without harassment or danger. A relatively small number of international NGOs are based in Aweil, and while recreational and social facilities are limited compared to Juba, a few do exist. Accommodation is of a good standard in the NRC compound in NBeG
