INTERSOS, in the framework of its activities in the republic ofSouth Sudan is currently selecting candidates for the following position.

JOB TITLE: Finance Officer

DUTY STATION: Republic of South Sudan

STARTING DATE: ASAP (maximum 3 weeks notice period)

ROLE, TASKS AND RESPONSIBILITIES

The Finance Officer is responsible for the administration and financial management of the country program and its projects. He/she ensures the correct and effective management of financial resources, in accordance with the organization’s procedures and Administrative Director’s guidelines. Specifically he/she is responsible for:

  • Coordinating with relevant program and support staff on the management of issues that include but are not limited to:
  • Preparing monthly, quarterly and anual expenditure plans
  • Disbursement of cash expenditures
  • Collecting of financial documentation with regards to expenditures
  • Preparing timely reports for submission to the Country Administrator
  • Ensuring compliance with regards to procurement rules and regulations
  • Reporting on Asset Management
  • Reviewing and updating internal control policies and mechanisms
  • Ensuring rigorous compliance with internal control regulations
  • Ensuring accurate financial data entry and filing
  • Preparing monthly payroll for national staff
  • Ensuring timely transfer of cash to field offices  (bank / cash)
  • Participating in regular monitoring visits
  • Other duties assigned by the Line Manager or designated senior staff 

REQUIREMENTS

  • University degree in a Finance, Economics or Business Administration
  • At least 4 year of relevant working experience with an international NGO in developing countries and emergency/humanitarian contexts
  • At least 4 years' experience with international donor procedures (UN, EU, ECHO, etc)
  • Ability to work with minimal supervision; ability  to work under pressure and to respect often tight deadlines; 
  • Strong analytical, training, oral and written communication, and team-building skills; 
  • Ability to effectively manage a variety of internal and external relationships, including relationships with donors; 
  • Good knowledge of spoken and written English is  required. Italian and / or Arabic will be considered a plus.
  • Computer literate
  • Good knowledge of of international donors  procedures and security management.
