INTERSOS, in the framework of its activities in the republic ofSouth Sudan is currently selecting candidates for the following position.
JOB TITLE: Finance Officer
DUTY STATION: Republic of South Sudan
STARTING DATE: ASAP (maximum 3 weeks notice period)
ROLE, TASKS AND RESPONSIBILITIES
The Finance Officer is responsible for the administration and financial management of the country program and its projects. He/she ensures the correct and effective management of financial resources, in accordance with the organization’s procedures and Administrative Director’s guidelines. Specifically he/she is responsible for:
- Coordinating with relevant program and support staff on the management of issues that include but are not limited to:
- Preparing monthly, quarterly and anual expenditure plans
- Disbursement of cash expenditures
- Collecting of financial documentation with regards to expenditures
- Preparing timely reports for submission to the Country Administrator
- Ensuring compliance with regards to procurement rules and regulations
- Reporting on Asset Management
- Reviewing and updating internal control policies and mechanisms
- Ensuring rigorous compliance with internal control regulations
- Ensuring accurate financial data entry and filing
- Preparing monthly payroll for national staff
- Ensuring timely transfer of cash to field offices (bank / cash)
- Participating in regular monitoring visits
- Other duties assigned by the Line Manager or designated senior staff
REQUIREMENTS
- University degree in a Finance, Economics or Business Administration
- At least 4 year of relevant working experience with an international NGO in developing countries and emergency/humanitarian contexts
- At least 4 years' experience with international donor procedures (UN, EU, ECHO, etc)
- Ability to work with minimal supervision; ability to work under pressure and to respect often tight deadlines;
- Strong analytical, training, oral and written communication, and team-building skills;
- Ability to effectively manage a variety of internal and external relationships, including relationships with donors;
- Good knowledge of spoken and written English is required. Italian and / or Arabic will be considered a plus.
- Computer literate
- Good knowledge of of international donors procedures and security management.
