Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which helps relieve poverty and support improved economic prosperity.
Country and Project Background:
The core programmes of Malaria Consortium South Sudan include the provision of community level treatment for childhood diseases through integrated Community Case Management (iCCM), nutrition support for children under 5 years (including emergency nutrition and SMART surveys), Health Systems Strengthening (including HMIS and IECHC training at County Health Department level), and operational research and support for mass drug administration on Neglected Tropical Diseases. We also work extensively with the MoH on policy and guideline development.
We have an office in Juba and a large sub office in Aweil, Northern Bar el Ghazal. We have additional programs in Western, Central and Eastern Equatoria. Currently the South Sudan office runs nine grants with approximately 100 staff and has a projected income of £5m for the 2013/14 financial year.
Job Purpose:
To support the Juba office and field teams and sub offices to ensure correct goods and services are delivered to the correct place and the correct time. Manage the Juba Logistics Department and create a supportive and efficient environment and enable country operations.
Key Accountabilities:
Leadership
- Implement standard Malaria Consortium Logistics Policies across all Malaria Consortium operational areas.
- Identify areas of improvement in the organisation of logistics, and work with the CMT and local logistics teams to realise them.
Program Support
- Work closely with program staff, and field based Logistics staff to ensure that they receive full logistical support to ensure effective implementation of their operations.
- Produce monthly accurate reports:
- Procurement tracking reports for program staff
- Fuel consumption reports for finance analysis
- Update capital asset list
Security
- Participate in development, review, implementation and monitoring of Malaria Consortium’s security policies and provide regular feedback to the Ops Co or Country Director.
- Act as Security Focal Point for the organisation and report any situations that could affect operations to the Ops Co or CD and provide guidance to teams/sites as required.
- Represent Malaria Consortium at security meetings in Juba, sending notes to Ops Co and CD same day of meetings
Technical
- Responsible for the appropriate selection, installation, use and maintenance of equipment in Information Technology, Communications, Mechanics & Electricity.
Procurement & Supply Chain
- Maintain a high quality, country-wide procurement system, which is accountable, transparent and compliant with Malaria Consortium Policy and donor requirements.
- Work closely with Ops Co where needed for all logistical matters
Store Management
- Ensure that procured stocks are received, registered, and dispatched in an efficient and accountable manner.
- Ensure that an accurate filing system is maintained.
- Ensure that stock checks are carried out periodically
Asset Management
- Responsible for all asset and inventory management.
Fleet Management
- Ensure fleet requirements for the programme are met.
- Ensure safe operation of the fleet through assisting with driver selection and providing regular training.
- Ensure high quality maintenance to include routine checks and regular servicing.
- Ensure appropriate use of the vehicles by all staff by ensuring all staff are aware of our transport/safety policies (e.g. use of seatbelts, adherence to speed limits etc)
- Ensure that a steady supply of spare parts is readily available in Juba and the field sites.
Human Resource Management
- Responsible for the line management of specified logistics staff in accordance with HR policies and procedures, including recruitment and performance management.
- Responsible for the technical line management of all Field Logisticians.
- Actively involved in all the recruitment and selection of the country logistics teams.
- Responsible for the capacity building and training of all logistics staff.
- Responsible for appraisals, objective setting and staff professional development of those you directly line management.
PERSON SPECIFICATION
Qualifications and Experience:
Essential
- Minimum 3 years of field experience in logistics supporting INGO operations in a developing country
- Minimum 1 years as a senior logistics coordinator
- Experience with local and international procurement
- Knowledge of stock and warehouse management
- Experience in personnel management
- Experience with international NGO, with focus on logistics and security management;
- Experience of working in insecure locations / humanitarian environment;
- Degree in logistics related discipline
Desirable:
· Experience of working in The Sudan’s (North / South)
· Knowledge of project management and project cycles
· Basic financial management knowledge

- Strong computer skills particularly Microsoft Office
- Requires minimal supervision; creative problem solving
- Understanding of procurement procedures and can demonstrate examples of putting these procedures into practice.
