JOB OPENING LEGAL ADVISOR
Based in Juba
The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist the victims of war and internal violence, has been working in South Sudan since 1986. The ICRC is looking for an enthusiastic and motivated person for the above position based in Juba.
Main Duties and Responsibilities:
Monitoring, research, analysis and advice related to South Sudan context · Monitor, research and analyse South Sudan’s legislative and political systems and national legislation related to humanitarian operations · Advise on relevant legal issues related to the organization’s operations in the country · Contribute to analysis of the security, socio-economic, cultural and political environment · Contribute to training of ICRC staff on international humanitarian law and relevant legal issues · Draft legal notes, analysis, working papers and other documents Implementation of and support for humanitarian programmes · Plan and implement activities to advance ratification/accession of international humanitarian law treaties and implementation of related domestic law in South Sudan · Organize workshops, trainings and other events related to IHL and other issues of concern · Conduct presentations and sessions on IHL to target audiences · Supervise and guide studies carried out on IHL-related issues · Advise on applicable national and international legal frameworks and norms for humanitarian operations · Develop and maintain a network among government authorities and in the legal, judicial and academic sector · Participates in planning and budget process
Minimum Required Knowledge & Experience: ·
Post graduate higher education degree in law, particularly with extensive knowledge of humanitarian law, human rights law or equivalent field. Master’s Degree, Doctorate or Professional Degree is an asset. · 6-8 years of experience in administration, humanitarian law, human rights, programme management or similar position · Fluent with full knowledge in English and Arabic · Expert level in computer skills · Skilled in the following competencies: Networking & Communication; Adapting & Learning; Communication (ability to express views and ideas); Analysis & Synthesis; Negotiation · Excellent knowledge of the socio-political environment of the country
