VSF-Suisse is an International NGO, supporting humanitarian, food security, livelihoods and development programs the Horn of Africa region since 1995. In its South Sudan Program, the organization currently implements projects funded by the EU, CHF/UNDP, UNICEF and FAO in Northern Bahr el Ghazal and Unity States. The program aims to enhance improved livelihoods and self-reliance of target beneficiaries through (i) improved crops-livestock production practices; (ii) livestock assets protection through emergency veterinary services; (iii) appropriate crops, livestock and livestock products value addition and marketing; (iv) supporting institution and capacity building to relevant partner Ministries in the Republic of South Sudan and the private sector and, (v) facilitating economic reintegration of vulnerable groups into agro-pastoral livelihoods through livestock assets re-distribution, vocational skills training and IGAs.

VSF-Suisse seeks to fill immediately the position of Finance and Administration Assistant for the South Sudan Program. The position is field based and the aspiring candidate should be willing to reside and work under basic but gradually improving living conditions. The position will initially be for a period of 6 months but renewable depending on availability of new donor funding.

****GENERAL POSITION SUMMARY:****

Under the direct supervision of the Finance Officer, the Finance and Administration assists in the achievement of VSF-Suisse Program objectives.

****MAIN DUTIES AND RESPONSIBILITIES:****

  • Records, classifies and summarizes financial transactions and events in accordance with generally accepted accounting principles.
  • Records, classifies and summarizes accounting transactions requiring knowledge of accounting policies, procedures and systems within the department.
  • Compiles various documents, verifies their accuracy, and authorizes payments in accordance with established procedures.
  • Assembles documents for computer input, verifying accuracy of itemized charges, account numbers and total costs.
  • Selects correct accounts, posts and verifies balance, debit, and credit entries, reconciles accounts, maintains journals and ledgers, compiles internal control reports.
  • Initiates and processes journal entries into various accounts
  • Reconciles sub-ledgers into general ledger and resolves differences.
  • Raises journal vouchers as required and ensures that the transactions are well supported and authorized.
  • Produces statements and reports as required by the Finance Officer or Country Coordinator.
  • Maintains Assets Register
  • Makes Monthly cash and bank reconciliations
  • Undertakes Regular field visits
  • Assists in Audit Preparation
  • Supports human resources administration including the maintenance of personal files and records recruitment records and contract renewals; filling of time sheets; tracking of staff movement, annual leave, rest and recuperation (R&R) and sickness;
  • Represent the organization at personnel-related hearings and investigations.

****KNOWLEDGE AND EXPERIENCE:****

  • Minimum of CPA II or equivalent
  • At least three years experience, preferably in an NGO setting;
  • Ability to work independently and show initiative; strong computer skills and willingness to travel throughout the field office areas in South Sudan.
  • Excellent interpersonal skills; ability to work effectively.
  • Excellent analytical/problem-solving skills and detail-orientation
  • Excellent English communication skills (oral and written); ability to communicate with the wide variety of people
  • Proven organizational skills and time management
  • Excellent computer skills; excel, ms word
