Displacement Tracking and Monitoring and Camp Coordination and Camp Management (CCCM) Reporting directly to DTM Coordinator Overall supervision by Chief of Mission

II. Organizational Context and ScopeUnder the direct supervision of the Displacement Tracking & Monitoring (DTM) Coordinator and in coordination with the Camp Coordination and Camp Management Cluster (CCCM), the successful candidate will support functions on Internally Displaced Persons (IDPs) tracking within the DTM Programme by strengthening tracking and monitoring of population movements, registration of displaced people, site monitoring and other DTM activities across South Sudan. In particular s/he will: III. Responsibilities and Accountabilities 1. Lead and conduct registration exercises of caseloads reaching up to 50,000 individuals in complex emergency scenario;

  1. Set up DTM mechanisms, including flow monitoring, site assessments and other information gathering systems. Recommend population tracking methodologies and other assessments tools in order to capture the fluid IDPs movement trends;
  2. Compile, prepare and present case reports on the findings of IDPs registration missions. Submit population analysis reports and other surveys;
  3. Ensure the provision of timely, accurate and adequate information to all relevant stakeholders regarding movements, new displacements, protection trends and conditions in return/relocation areas and paying special attention to situation of vulnerable groups like the children, elderly and disabled in return process;
  4. Conduct group and individual interviews with IDPs to assess the voluntariness and appropriateness of the return and/or relocation of IDPs;
  5. Establish a referral system for specific protection cases in collaboration with UNMISS, UN agencies and NGOs dealing with Human Rights/protection of vulnerable groups like the IDPs and/or returnees;
  6. Conduct assessments on the appropriateness of proposed or actual sites of return/relocation (return community protection monitoring);
  7. Organize appropriate trainings for monitoring team on issues related to return, including definitions, numbers and trends, impact on receiving populations, human rights concerns and basic humanitarian needs;
  8. Analyse information from the field and map conditions and needs in areas of return;
  9. Organize and participate in frequent and ongoing field visits to areas of transit and return to collect information through village assessments, focus group discussions and individual interviews;
  10. Maintain organized database and narrative reports of all information collected on return and movements;
  11. Ensure the integration of gender perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all IDPs/returnee activities;
  12. Perform such other duties as may be assigned IV. ****Emergency and Crisis****

a) works effectively in high-pressure, rapidly changing environments; b) coordinates actions with emergency response actors and making use of coordination structures; c)supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors; d) establishes and maintains effective relationships with implementing partners; e) makes correct decisions rapidly based on available information. e) Ability to work under extreme pressure in difficult conditions while maintaining security awareness. g) Understanding of complex social-political environments.

V. Education and Experiencea) completed advanced university degree from an accredited academic institution preferably in Computer Science, Social Sciences or any other discipline related to Disaster Risk Management or information Management or a related field;

b) two years of relevant professional experience (four years for candidates holding a first level university degree) in Information Management or Disaster Risk management;

c) experience in the development and implementation of population database a distinct advantage

d) working experience in the region is an asset

VI. LanguagesThorough knowledge of English. Knowledge of Arabic an advantage.
