Project Description: Since South Sudan independence on July 9, 2011, IFES has been working closely with the government of South Sudan to establish new government institutions and strengthen current ones. IFES has begun working closely with the newly-formed National Electoral Commission (NEC), providing material and technical support to build the capacity of the NEC.
Job Responsibilities: JOB DESCRIPTION
IFES-South Sudan seeks a web development consultant with design and flash skills to create the website and set up an email system for the NEC in South Sudan. The website is expected to be of modern, simple and practical design, user-friendly, with smooth navigation, a good information resource and working tool for the NEC, partners, international community and the general public. The website should be developed to currently provide basic information on the NEC, but with a long-term vision of providing more detailed and up-to-date information when the NEC is preparing for the 2015 national elections. In addition, the website should take in to consideration the limited capabilities of national internet in South Sudan.
The consultant will work with Joomla content management system in close collaboration with the NEC and IFES on the structure and design of the website. It is expected from the consultant to transfer skills to the NEC and IFES through the delivering of short training sessions on how to update content of the website, how to manage email system and how to administer and maintain the website and email system.
Originally the website will be developed in English, although it should be developed with the capacity to later be published in Arabic as well.
The Web Designer will take into account all corrections and suggestions given by NEC and IFES until the result is satisfactory and in compliance quality standards.

TASKS AND RESPONSIBILITIES
Under the supervision and guidance of the Electoral Management Advisor and the Country Director, the web development consultant is to undertake the following tasks:
•Work directly with the Electoral Management Advisor and the National Electoral Commission to create a website for the NEC which meets their needs and ensures a modern design, with simple and user-friendly interface and menu that can operate in areas with low-bandwidth connectivity and emphasizes speed over design aesthetics.
•Assist in the hosting and domain arrangements of the website.
•Design logo and a simple yet attractive lay-out including color scheme, font, and graphics for all pages of the website.
•Following the website coding, upload all content to be provided by the NEC with the support of IFES before publishing the website.
•Use Joomla content management system and attribute Joomla profiles to IFES and NEC as requested.
•Test and quality-ensure website after development, and adjust and resolve all identified problems.
•Provide necessary guidelines, manual and training for content management and website administration to IFES and NEC.
•Set up own internal email system for the NEC based on the website domain.
FUNCTIONAL REQUIREMENTS
The Website should be designed to include the following functionalities:
•Proprietary •Linux-based, •Compatible with all major internet browsers (FireFox, Chrome, Safari, Internet Explorer) •Non-custom-made Content Management System •HTML compliant •W3C compliant •Disabilities compliant •Basic Flash for Attractive home page •Tagging capability •Breadcrumb •Photo galleries •Print friendly pages •Ability to send content as email •Mailing list and email list management •Content subscription •Traffic tracking •Site map •Ability to provide continuous support for resolving bugs and performing maintenance.
Qualifications: •Relevant education in computer science, website design and programming or other relevant field; University degree in the relevant field is an advantage. •At least 4 years of proven experience in web development field with a solid portfolio of accomplished web projects (applicant should be able to present at least three websites developed at similar scope). •Experience and advanced knowledge in web design using: HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java. •Experience and advanced knowledge in open source CMS (Content Management System) installation and management. •Experience with domain registration and outsourced web hosting. •Expert knowledge of web design, graphic design, online video publishing and animation software with Flash primarily. •Prior experience with international organizations and/or international NGOs is an asset. •Fluency in English (written and oral). •Knowledge of Arabic considered an advantage. •Good communication skills.
