JOB ROLE:

Under the guidance and direction of a WASH Consultant and latterly the Education Coordinator, the Water Technician will substantially contribute to services through design & construction of sanitation facilities and water distribution system in schools and ECDs in Yussif Batil and Kaya Refugee Camps. The Water technician will ensure the implementation of WASH related activities and maintain documentation in accordance with LWF South Sudan guidelines and procedures.

REPORTING LINES:

Post holder reports to: WASH Consultant (6 months) and thereafter the Education Coordinator

BACKGROUND:

The Lutheran World Federation/Department for World Service (LWF/DWS) South Sudan Programme was established in 2009 and strives to provide humanitarian assistance (emergency/relief, rehabilitation and development work) to refugees and other vulnerable communities to enable them meet their basic human rights and needs in line with its vision and mission statements, and core values. The activities of LWF include education, child protection, food security, WASH, emergency, community protection and capacity building of local authorities and community members.

LWF has worked in Maban County for 18 months and currently is the service provider for Education and Child Protection in Yussif Batil, Gendrassa and Kaya refugee camps.

Through the expansion of our activities, LWF has secured a small WASH grant to compliment the work being carried out by the WASH partner agencies. This grant focuses on improving the WASH standards in Primary Schools and ECD (Early Childhood Care and Development) Centres.

LWF is looking at sustaining what has been established by the WASH partners in the refugee communities of Yussif Batil and Kaya through design & construction of sanitation facilities and water distribution system in the primary schools and ECDs centres.

KEY RESPONSIBILITIES:

  • In collaboration with other WASH NGOS and the LWF Education-WASH team, support the following:
  • Rapid need assessment for water and sanitation in the refugee camp school as required.
  • Pipeline survey, design technical drawings, and bill of quantities for water distribution facilities.
  • Liaise with partners for unified technical designs and prepare BoQs for construction of sanitation facilities.
  • To undertake other technical works as required by the WASH Consultant and LWF Education-WASH team.
  • To contribute to the weekly reports on plan and progress of activities, issues and challenges at field level.
  • To provide on the job training for volunteers on water and sanitation activities.
  • To ensure that gender participation and protection issues are reflected in all water and sanitation activities.
  • To be familiar with and abide by NGO code of conduct and SPHERE minimum standards.
  • To support the development of standards for water and sanitation activities within the schools.
  • Assist LWF Education-WASH team in developing technical construction related work plans and program activities.

Logistics

  • Liaise with logistics to ensure timely procurement and organise for supply materials to reach at site.

Coordination

  • Provide technical coordination of LWF field teams to ensure coherent and consistent programming.
  • Facilitate communication and cohesive working between LWF and WASH partners

SKILLS AND COMPETENCE:

  • Knowledge and recognised qualification in civil and public health engineering with good understanding of camp/ community, pipe water supply, sanitation and hygiene promotion.
  • Minimum 2 years experience in humanitarian work and significant understanding of pipe water supply and integrated water, sanitation and hygiene promotion programme for refugees in camps and rural situation.
  • Practical experience of technical project implementation and ability to work within deadlines and independently in difficult environment.
  • Good analytical, interpersonal and communication skills
  • Report writing, communication and presentation skills in English.

LWF is a humanitarian non-governmental organization. Due to the unique nature of relief activities, the exact duties of the employee and the working schedule may be subject to temporary variations. All employees are requested to demonstrate flexibility. This job description may be subject to permanent modifications following the evolution of the activities. These modifications will be defined and discussed between the employee and LWF.
