Exact Job Location Juba with 80% of time in field locations (10% Nyamlel, Northern Bahr el Ghazal and 10% Koch, Unity)

****Reports To:**** Emergency Coordinator

****Liaises With:**** Country Director, Assistant Country Director Programmes, Programme Managers, Programme Coordinators, Technical Advisers and Programme Partners

****Job Purpose:****

To support the programme staff and partners in and building their capacity for the development of proposals, reports, case studies, and other relevant documentation such as visibility material and brochures for CWW’s country programme. To assist in the development of monitoring and evaluation systems for each programme, including tools, proper reflection of the results and impact of the programme in the reports, train the staff and partner’s staff on PCMS and dissemination of learning among staff, Partners and other stakeholders. To provide necessary documentation and other support to the Country Management Team (CMT)

****Main Duties & Responsibilities:****

Reporting and Programme Development:

  • Assist in supporting staff and partners in the production of high quality reports. Supporting staff to undertake various processes that lead to incorporating the learning to improve the quality of the work. These documents will be in line and compatible with the donor formats as needed
  • Prepare and update as required, reporting schedules in coordination with Emergency Coordinator and Programme Managers to ensure reports are submitted to donors and internally in a timely manner
  • Produce “in-house” case studies that demonstrate best practice in areas of Concern’s work and also address problems/constraints and critical issues. Ensure that the learning from these case studies is brought to bear in programme reviews, programming and strategic planning
  • Support the development of processes and initiatives that contribute to a learning culture within Concern South Sudan that ensures our work is informed by experience, lessons learned and best practice, ensuring that lines of communication are maintained
  • Assist in programme development, programme strategies, the production of high quality proposals and building the capacity of programme managers and coordinators in proposal writing
  • Assist the Programme Advisors in assessing the relevant training needs for programme staff and conduct/organise appropriate trainings
  • File both hard and electronic copies of all documents, including versions of contracts, reports/proposals/etc. ‘as sent to donor’ received from Dublin

Monitoring and Evaluation:

  • Support the monitoring and development of overall Results Frameworks for Health and Nutrition and Food, Income and Markets Programmes
  • With Programme Managers, assist in the development and roll-out of M&E plan and activities
  • Support capacity building of staff in M&E, data collection and reporting
  • Assist in surveys, studies and research conducted by the programmes
  • Ensure learning documentation is shared with relevant staff
  • Ensure soft and hard copies of tools, data, and reports are filed on the shared folder

General:

  • Support emergency responses when required including assessments, planning and reporting
  • Represent Concern at relevant coordination meetings at local and national level
  • Contribute to all aspects of the Programme e.g. mainstreaming of HIV/AIDS, equality, and disaster risk reduction, as well as rights training and rights based development/advocacy
  • Collaborate on advocacy work through inputting sound, reliable and evidence-based research
  • Maintain open communication and good working relations with all departments and act as a “go-to person” for advice on a wide range of programme-related diverse issues and problems
  • Provide all necessary documentation support to the CMT including preparation for and recording of CMT meeting decisions, visibility material and programme brochures which promote Concern’s work
  • Contribute to development, review, and revisions of institutional and country programme strategies and policies, and assist CMT with research related to relevant UN and government strategy plans and progress reports, as requested and agreed
  • Any other tasks mutually agreed with the Assistant Country Director Programmes and /or the CD

****PERSON SPECIFICATION****

****ESSENTIAL****

****Education, Qualifications & Experience Required****:

  • Relevant Masters Level Degree in Humanitarian Assistance, Development Management or other relevant discipline Previous experience overseas with an international NGO

Special Skills, Aptitude or Personality Requirements:

  • Excellent English writing and communication skills with substantial previous experience of research, documentation and/or report writing
  • Ability to work with a multi-national team in an isolated environment
  • Ability to manage multiple job tasks
  • Ability to work on own initiative and as part of a team
  • Ability to act as part of a multi-cultural and multi-disciplinary team
  • Ability to organise and prioritise workload, using initiative when appropriate
  • Ability to cope with stress, work under pressure often to strict deadlines
  • Self-motivated, progressive and proactive.
  • Good knowledge of Programme Cycle Management
  • Good knowledge of donors (ECHO, EU, USAID/OFDA, Irish Aid, DfID)

****DESIRABLE****

****Education, Qualifications & Experience Required****:

  • Educational background (diploma level or above) in programme related humanitarian or development work (agriculture, community health, primary health care, nutrition) especially on M&E
  • Familiarisation with Concern’s Programme Cycle Management System

Special Skills, Aptitude or Personality Requirements:

  • Previous experience with international or local NGO

Any Other Special Requirements:

• Good knowledge and competence of computer applications i.e. Microsoft Office
