South Sudan: Emergency Field Coordinator, Koch

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement, fighting has continued between Government and opposition forces, resul ting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country.

After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi – sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter – cluster. Deployment will be done alongside other mobile team partners. Offices i n Nyal, Koch and Guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.

SCOPE OF WORK:

The IRC seeks a Field Coordinator to launch and oversee the office in Koch.

The field coordinator will be in charge of overseeing the set up of the new offices, working closely with the Juba team to ensure the office is functional and programs are launched. He / She will report directly to the deputy director for field management. He / She will supervise all support departments and programs in 3 - 4 sectors.

KEY RESPONSIBILITIES:

* Program Implementation

  • Oversee all programs in the field site. Provide guidance and support to program managers. Ensure active involvement of the program coordinators based in Juba and ensure technical guidance is provided to the field site ;
  • Lead recruitment of progra m managers in the field site with technical support from the program coordinators in Juba.
  • Oversee spending and program progress against agreed upon targets and spending plans. Organize grants review meeting at the field site and discuss issues with the support and program teams in Juba.
  • Support intergration across programs in the field site. Hold regular coordination meetings and promote active collaboration across sectors.
  • Actively review and participate in program development and program and support input from the field site. Ensure key support needs for the field site are budgeted in new proposals.

* Support

  • Supervise operations team (logistics and HR):
  • Oversee all supply chain functions at the field level, including procurement, stock and asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment);
  • Oversse HR functions at the field leve l, including recruitment, contracting and payroll with support from the Juba HR team.
  • Ensure all activities are carried out in accordance with IRC policies and procedures.
  • Act as focal point for the field site and ensure key operational issues are addressed. Directly liaise with the Juba office on key issues.

* Security

  • Act as the security focal point for the field office.
  • Regularly review and update security management plan for the field site.
  • Ensure staff are trained on, aware of and in compliance with IRC security policies and the field site SMP;
  • Monitor the security situation in the field site, including attending security briefings;
  • Keep senior management in Juba and local staff informed of developments;
  • Provide a security briefing on arrival for all new staff and visitors;
  • Compile and submit weekly security reports.

* Staff Management:

  • Oversee all head of departments at the field site including setting annual objectives and monitoring performance against set targets; conducting performance evaluations; and taking corrective action as and when required; identify training needs; provide coaching and mentoring; recruit qualified staff for open positions.
  • Ensure that performance evaluations for all staff are conducted on time, and review all evaluations to ensure quality and consistency; for field-based program and program staff. Ensure program coordinators and support departments in Juba are involved and provide feedback.

* Finance and Budget Monitoring:

  • Oversee all budget expenditures in field office and ensure they are allowable and allocable according to IRC and donor regulations;
  • Conduct weekly cash count with finance officer;
  • Review Monthly Budget vs. Actuals reports and Budget Expenditure Plans with program and support staff, ensure that relevant action is taken in a timely fashion;
  • Inform senior management of changing budget needs, and participate in budget development and revision processes.

* Compound Management

  • Ensure good living conditions for the field staff. Actively liase with Juba to ensure basic items are available at the field level.
  • Act as focal point for visitors or other organizations staying at the NGO compound, if any.
  • Liaise with Juba to ensure the field site is provided timely support.

* Coordination / External Representation:

  • Represent the IRC to local government authorities, UN agencies, International Organizations, NGOs, donors and other stakeholders at field level.

* Reporting:

  • Submit timely and accurate reports to Deputy Director of Field Management, as required.
  • Review program, finance, logistics, HR reports to ensure accuracy before sending to Juba.

* Systems Compliance and Improvement:

  • Assure adherence to IRC global and South Sudan specific finance, logistics, IT, security, communications and HR/administration policies and procedures, the IRC Way.

REQUIREMENTS:

* University Degree.

* At least 5 years work within a humanitarian agency in a leadership position

* 5 years experience managing, supervising and developing operational and program staff

* Experience in emergency and insecure areas. Program / office start up experience an asset.

* Good understanding of operations (logistics, administration, human resources, IT)

* Strong organizational skills, ability to coordinate and manage a diverse array of responsibilities: programs, logistics, security, finance and operations.

* Demonstrated ability to handle sensitive situations diplomatically and possesses strong communication skills.

* Ability to work well with people of varying bac kgrounds, cultures, education levels

* Familiarity of IRC and donors (US, European, UN) policies and regulations

* Excellent computer skills: MS Word, Excel, Power point, Outlook.

* Fluency in spoken and written English, knowledge of Arabic a plus.

* Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility.

WORK ENVIRONMENT:

* Security level orange/ red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING:

* The Unity state positions are based in the field with weekend breaks in Juba every 6 weeks and R&R every 3 months. These are new sites and living conditions are basic (shared tents, limited facilities). Food is the individual’s responsibility
