South Sudan: Director of Finance & Administration-ICAP in South Sudan

Reporting to the Country Representative for ICAP in South Sudan, the Director of Finance & Administrationwill oversee all finance and reporting and administration functions of ICAP in South Sudan, including budget development and tracking, financial management and reporting, sub-awards, procurement, human resources and office management. Ensures that accounting records are well maintained and documented and internal control systems are appropriately developed and implemented.

This position is grant funded.

MAJOR ACCOUNTABILITIES:

· Develop, manage and regularly review ICAP finance and administration procedures to ensure efficiency and compliance to ICAP, Columbia University, funder and South Sudan SOP’s laws and regulations.

· Serves as the primary custodian of all ICAP in South Sudan financial transactions. Establishes and maintains internal financial systems and procedure ensuring accuracy, accountability, transparency and adequate segregation of duties. Serves as lead liaison to ICAP headquarters in New York, to ensure that all administrative and financial obligations of the program are routinely met.

· Develops and monitors budgets across multiple grants, in accordance with ICAP, Columbia University and donor guidelines. Ensures that ICAP meets donor financial and administrative requirements while ensuring compliance with fiscal controls and compliance procedures.

· Prepares forecasts of programmatic and operational costs, ensuring the availability of funds to meet financial needs. Conducts periodic pipeline and burn rate analyses; performs audits of actual expenses and budget-to-actual comparisons. Present relevant reports to internal and external audiences to facilitate financial and programmatic planning and monitoring. Ensures timely financial reporting.

· Serves as lead liaison with national tax authorities to ensure that ICAP in South Sudan adheres to taxation requirements and receives all available taxation relief.

· Establishes and maintains local banking relationships, ensuring transactions are processed timely, accurately, and adequate balances are maintained.

· Supervises sub award development and management process, including negotiation of contracts, development of budgets and provision of technical assistance to sub grantees. Coordinates with ICAP-New York sub award team, to ensure effective management of funds and financial reporting.

· Oversees procurement of office and program-related equipment. Maintains inventory of supplies and equipment and ensures that all items are adequately documented and costs are appropriately allocated. Reviews all property and vehicle maintenance logs regularly and takes immediate action to resolve discrepancies. Oversees and manages bid analysis process.

· Serves as lead liaison with in-country legal counsel and coordinates legal matters with ICAP-New York.

· Ensures effective establishment and implementation of ICAP systems for recruitment, orientation and on-going performance management for all staff.

· Manages and oversees human resource matters including grievances, discipline, terminations, staff reductions, severance and rewards.

· Facilitates decision making on human resources matters (including organizational design and development, staffing, change management, position classification, compensation, supervision, performance management, and conflict resolution).

· Ensures that monthly payroll reconciliations are done, approved and filed.

EDUCATION:

· Bachelor’s degree in business administration, finance, accounting or related field required; Master’s Degree in relevant discipline preferred.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

· Minimum of eight (8) years of relevant work experience with a minimum of five (5) years relevant work experience with an international NGO or other international organization.

· Demonstrated experience analyzing, interpreting and presenting financial data.

· Sound knowledge of accounting principles and techniques required; experience with accounting software, such as QuickBooks, is a plus.

· Demonstrated experience working closely with international donors on grant matters. Direct experience with US government donor agencies and familiarity with USG rules and regulations strongly preferred.

· Strong supervisory and management skills and demonstrated experience in the supervision of finance and administrative staff.

· Demonstrated experience working independently with minimal supervision while meeting multiple and sometimes conflicting priorities and deadlines.

· Demonstrated expert-level experience with Excel to develop and utilize complex spreadsheets.

· English fluency required.

TRAVEL REQUIREMENTS:

· Routine travel within South Sudan. Up to two trips per year to United States or other international destination with trips lasting five (5) to ten (10) days.
