Assignment:
To support the mission in implementing the current HR policies and package. To ensure proper compensation and benefits administration, contracts Management, staff development and training, employment policies, personnel record-keeping, workers compensation and medical benefits systems. The HR Manager will report directly to the HR Coordinator in order to ensure sufficient follow up, however the overall HR management of the mission remains the responsibility of the HR Coordinator.
Objective 1: Implementation and enforcement the HR policy (staff regulations)
Key activities & responsibilities to achieve this objective:
- Implement the national staff regulations and related policies and propose changes when necessary, in order to continue complying with labor laws. Any adjustment of existing HR policies will require prior discussion with the HRCo and his validation.
- Apply and make sure that ACF texts and the charter are applied;
- Assure that the Staff regulations as well as the Labor Laws of Sudan are being followed at bases and mission levels. Advise the Heads of Bases on appropriate disciplinary action as situations arise.
- Develop a leave plan for all bases & all departments together with the Bases Admin and the various HoB’s & coordinators. Ensure that ACF is compliant with all national HR & labor regulations including coordinating with the Admin and Facilities Officer to make sure that all expatriates have up to date work permits.
Objective 2: Implement pay and other benefits policies, support recruitments and contracts management
Key activities & responsibilities to achieve this objective:
- Collect and check salaries data from all bases before submitting to the HR Coordinator for approval;
- Ensure that calculations of end of contracts benefits (FFS and PSB) are correctly done before approval by the HRCo to avoid potential labor disputes and/or legal cases.
- In coordination with Managers, make a planning of annual leaves in the mission;
- Follow up on annual leave planning and execution of the bases;
- Ensure each staff in the mission has a valid ID card;
- Implement the medical benefits policy: collect employees’ eligible dependents details and legal documents, maintain a database and a proper medical expenses reimbursements tracking sheet for the overall mission.
- Organize and ensure follow-up of the recruitment process with the Program Managers and Coordinators, participate in interviews when necessary and ensure that best practices are observed;
- Update the contract calendar and ensure that timely renewals and notices are received by all staff;
- Cross Check together with the Bases Admin and HR Assistant the completeness of individual staff files; Carry out personnel files audits periodically.
Objective 3: Assist the HR Co in the revision of ACF performance management system on the south Sudan mission as well as its implementation
Key activities & responsibilities to achieve this objective:
- Follow up the job descriptions revision/update process for national staff;
- Compile completed appraisals, update the mission PA tracking sheet as well as the annual training plan taking sheet and submit them to the HR Co for analysis and action;
- Assist in training the staff in the use of HR tools and policies (including the Code of Conduct);
Objective 4: Support to HR staff and other mission HR issues
Key activities & responsibilities to achieve this objective:
- Organize and plan visits to the field in coordination with the HR Co (create ToRs to be validated by the HR Co, plan movements in coordination with rest of Admin team, complete field report upon return with recommendations, etc.);
- As direct supervisor of Juba HR Assistant, ensure that his job description is coherent, organize his work and annual leave; train him on HR aspects (policies, procedures and guidelines) and evaluate his performances;
- Organize monthly meetings, with participation of HR Co/CD if necessary;
- Assist in any other duty related to HR, as required by HR Co
Objective 5: Reporting and Expats management
Key activities & responsibilities to achieve this objective:
- Compile filed monthly HR reports and submit a mission HR sitrep to the HR Co by 5th of following month;
- Prepare monthly and mid month cash forecasts for HR related expenses and submit to HR Co for compilation and approval;
- Responsible for preparing mission briefing schedule for new expatriate staff;
- Responsible for collecting monthly timesheets for expatriates;
- Responsible for drafting return forms and submit to the HR Co for validation before approval by the CD;
- Responsible for filing all documents concerning the expatriate staff; update their files accordingly as per HR Co’s indications;
- Assist the HR Co to maintain the expat database;
- Update guesthouse rooms table and inform guesthouse staff of arrivals/departures of expatriates;
- Assist the HR Co in managing the service contract for expat foods in Juba and maintain contact with the service provider with a weekly update of the number of expats at the guest house;

- Country Director: All information regarding signatures of employment contracts, terminations and disciplinary procedures.
- HR Coordinator: Direct supervision, Technical support, Information sharing, validations and other salary/ benefits issues of employees and policies.
- HOB/HOR: Information sharing on HR matters, consultations of HR matters, provision of HR function support, provides training/orientations on HR matters.
- Admin staff: information sharing on Payroll, staff benefits and other statutory deductions, HR support
External
- Lawyers: Consultation on HR matters
- Immigration office, MoL, SSRC for HR administrative tasks
- Advertising, recruitment agencies, insurance companies, etc.

POSITION REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree in HR Management, or social sciences, or related discipline preferred
- Post Graduate qualification in Human Resource Manager will be an added assets
SKILLS & EXPERIENCE
ESSENTIAL
- At least 2- years of professional experience across all HR disciplines, including employment,
- Benefits, compensation, employee relations, training and development, workers compensation and conflict resolution.
- Experience working with a diverse workforce.
- Prior experience working with a non-profit community services corporation a plus.
- Demonstrate high level of training skills
