PSI seeks a qualified consultant to provide PSI South Sudan with Warehouse and logistics technical and management oversight. The consultant will be primarily responsible for the implementation of warehousing and logistical support for Global Fund and DFID supported integrated community case management (iCCM) activities. The consultant will supervise all warehouse staff in Juba and all field sites and will be responsible for ensuring compliance with PSI warehousing regulations and policies. The position is based in Juba, South Sudan with 30% travel throughout the country and reports to the Business Operations Advisor.
RESPONSIBILITIES
- Establish effective logistics systems to ensure complete, secure, timely and cost effective inbound and outbound logistics
- Management of companies providing contracted services to PSI South Sudan through the strict enforcement of contracts between PSI South Sudan and these companies
- Manage PSI commodities and assets in line with PSI global warehouse and inventory procedures.
- Provide distribution analysis and projections regarding past, present and anticipated distributions of all health commodities and promotional materials to programs, team leaders, Executive office and other strategic partners
- Through the warehouse managers, ensuring the safety of PSI South Sudan health commodities and other goods while warehoused or in transit
- Co-ordinating the distribution of products, serving as a route planner, and approving stock transfers between warehouses.
- Supervise all the warehouse staff and build capacity to ensure accuracy of all entries / transactions in the warehouse reporting system including the following:
- Ensure the warehouse saff keep accurate physical stock records and correct data relating to all incoming goods, storage and distribution
- Ensuring storage and handling compliance and enforcing audit recommendations for stock and warehouse systems at all levels
- Implement and manage donor guidelines on all products
- Manage disposal of obsolete items – policy, identification, approval in liaison with Finance
- Ensure that occupational and environmental safety regulations in the warehouses are maintained and that employees are working in a safe environment
- Responsible for ensuring
- Distribution plans from program managers are available for all warehouses and products
- Production schedules are made available at warehouse
- Proper documentation and timely filing for all warehouse forms
- Preparation of the following Supply Chain Departments reports and updates
- SCT Commodity Planner
- SCT PMP Updates
- Commodity Receipts record
- Any other duty / responsibility given by Busines Operations TA
EXPERIENCE AND QUALIFICATIONS:
- A Bachelors Degree from a recognised University with post graduate qualifications – MBA Preferred
- At least four years experience in a similar role
- Professional qualification in Warehousing and / or Logistics from a recognised Training and examining body
- Proficiency in database management with good report writing skills
- Excellent Communication Skills
- Membership to professional body is desirable.
- Proficiency in operating Microsoft Office suite- Ms Excel & Word and Power point and familiar with ERP systems.
- Knowledge of Donor warehousing safety regulations essential.
- Strong organizational, analytical, and interpersonal skills; demonstrated ability to follow assignments through to completion
