Finance Manager is responsible to guarantee a proper financial and accounting management, the compliance with legal framework in the country, the internal regulations and the quality of Oxfam’s activities. The position also contributes to the development and implementation of organizational and funding strategies, policies and practices. Key ResponsibilitiesContext A political crisis within the Government of South Sudan which began on 15th December 2013 has spilled over into armed conflict based on ethnic divisions. The result of this has been significant movement as people have fled their homes within the capital, Juba, and other areas affected by fighting. The major newly reported concentrations of displaced people are in Central Equatoria, Lakes, Jonglei, Upper Nile and Unity states. In particular over 75,000 people from Jonglei have been displaced to Minkaman and surrounding areas in Awerial County, Lakes State. The most optimistic predictions suggest that the crisis will continue for some time and that it is unlikely that people will be able/willing to return to their homes in the near future.
Oxfam is already based and working in several existing humanitarian programs in the Country and currently starting a humanitarian response emergency to the on-going crisis in Awarial and Jonglei.

Responsibilities of the position Under the direction of the Country Director, the Finance Manager will: Elaborate annual country budget and donor’s budget, following donor budget guidelines and instructions. Elaborate monthly budget follow ups, taking into account donor’s requirements and internal regulations. Prepare timely financial reports, cash requests and accounting reports. Prepare financial reports to donors, ensuring these are in line with donor requirements and program activities. Maintain up-to-date accurate accounting system, including computer data entry and paper file system. Establish internal financial and administrative procedures compatible with the country's laws and the organization global policies. Ensure appropriate documentation of projects for accountability and future donor inspection or internal audits. Guarantee that administrative and purchasing procedures are respected and follow the criteria established by Oxfam Intermón and donors. Line Manages Accounting Finance Officer in Juba and, functionally manages the Finance and Administration Officers of the different bases of the country. Contribute to short and long-term organizational planning and strategy as a member of the management team. Maintain a strong working relationship with other Country Management Team members.

Requirements Relevant Financial Management qualifications in the relevant fields. At least 3 years experience in similar position, with sound understanding of working with an international NGO. Knowledge and experience in donors financial reporting and procedures. Experience and flexible approach to managing and prioritizing a high workload and multiple tasks. Excellent computer skills, with significant experience in Excel, Saga (accounting system) will be added advantage. Excellent organizational skills, including the ability to plan comprehensively, set priorities, and manage multiple projects/deadlines efficiently. Proven ability to provide support, guidance and training to financial and nonfinancial teams. Excellent interpersonal skills, ability to work with discretion regarding confidential information, possession of sound judgment and attention to detail

Working Conditions Annual Gross remuneration: 32.829 euros 6 months initially, preferable one year. Medical, life and accident insurance provided. Holidays: 27 working days per year 2014 Working place: Juba, Republic of South Sudan, with travels to the field bases (Minkaman, Bor, Wau and Lounyaker) Starting date: As soon as possible
