Title: Field Coordinator

Objective 1: Coordinate ACF Country Strategy implementation at field level
- Participate in the development and update of the country strategy by providing information from the field.
- Ensure implementation of the country strategy at field levelin collaboration with the Technical Coordinators and Program Managers.
Objective 2: Coordinate the overall implementation of programs at field level
- Coordinate and monitor the implementation of planned projects.
- Coordinate the development of new projects in the intervention area in collaboration with the Technical Coordinators and Program Managers.
- Supervise the activities of support departments at field level
- Ensure synergy between Technical and Support services at field level.
- Ensure implementation of recommendations from internal audits, visits of Coordination team members on the ground, and field evaluations.
Objective 3:Manage the team at field level
- Supervise and manage the team members under direct responsibility.
- Participate in the recruitment of the direct team.
- Monitor the social climate in the field and alert the Country Director and the HR Coordinator in case of difficulties or social demands.
- Globally manages training needs at field level.
- Facilitate and promote the smooth flow of information and a fluid communication at field level.
- Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power and alert the Country Director in the event of fraud,corruption or abuse of power.
Objective 4: Facilitate good relations with the Coordination team
- Maintain the Coordination team informed on the implementation development of programs.
- Request support from coordination team for any issues that could jeopardize programs, findings or security of staff or equipment.
- Ensure the field teams request regular support to the coordination team in order to maximize operational effectiveness and impact of programs.
- In general, play a role of facilitator between "field" and "capital."
- Manage the follow-up of recommendations from the technical and support departments.
Objective 5: Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level
- Coordinate and oversee all partnerships in the area of intervention.
- Promotion and defence of humanitarian and ACF principals towards all stakeholders.
- Participate in humanitarian coordination activities in the area of intervention.
- Develop an information (formal/informal) network.
- To represent ACF programs at the field level with institutional partners and donors
Objective 6: Provide reporting and communication
- Coordinate the reporting activities of Field Program Managers in compliance with ACF standards and donor requirements (type and quality of information).
- Coordinate the establishment of a system of “lessons learned” about programs to provide information to conduct advocacy activities.
- Implement good communication practices in the area of intervention.
Objective 7: Security
- Follow the evolution of security in the area through networking, data collection and analysis of information.
- Maintain an effective network with local partners on contextual and security matters.
- Support the HOB in 3 month update of the local security plan and send it to the Logistics (or Security) Coordinator
- Brief ACF team on local context and security.
- Ensure compliance with safety rules in collaboration with the HOB.
- Final decision maker for the field locations in terms of movement of project teams based on security information
- Actively participate in audits and ensure the implementation of recommendations.
Objective 8: Oversee and ensure the smooth operations of the support functions
- The field coordinator is responsible for overall management of Logistics, Finance and Human Resources:
- Receive weekly update reports from HoBs and forward to Juba with clear action points for coordination team
- Monitor compliance with financial, logistics and HR procedures.
- Support HOBs in financial, logistical and HR needs planning on the base and communicate them to the coordination according to ACF formats and deadlines.
- Monitor the timely submission of financial, logistics and HR reports from bases to capital
- Provide support and information to Program Managers in evaluating their financial, logistical and HR needs.
- Ensure that the principles of the Charter and ACF Risk Management policiesare respected and inform the coordination team when needed.
- Alert Coordination teams when risks are identified in the short, medium and long term in their respective functions.
- Ensure good communication with the support coordination teams.

- Representation and active participation in local and sometimes regional coordination
- Representation and communication with local and regional authorities and donors representation at local and regional level

COMPETENCES REQUIREMENTS
QUALIFICATIONS
- General or technical profile. University/Master degree in connection with ACF activities.
- Experience in coordination of a base and in positions of significant responsibility.
- Experience in security and safety management in unstable environments.
- Ability to manage the day to day activities, organizing, training and motivating a multicultural team.
SKILLS & EXPERIENCE
ESSENTIAL
- Perfect Master of project cycle.
- Able to manage and implement a mechanism for continuous monitoring of operations in order to increase quality and identify/mitigate risks associated with programs implementation.
- Good writing skills.English (French) spoken and written.
- Able to write and synthesize information and ideas.
- Be able to analyze a situation, its challenges, and make decisions.
- Ability to organize and manage priorities.
- Analytical reading and critical, able to evaluate financial information, logistics, human resources and technical activities.
- Very good analytical context (security, humanitarian ...).
- Ability to analyze and understand the social climate in the area of intervention.
- Ability to focus and understand the local cultural characteristics and adapt his/her speech and posture according toall interlocutors.
- Remote management ability.
- Ability to communicate the right information to the right people.
- Ability to support staff around common issues and improve team performance.
- Able to place ACF vis-à-vis with other humanitarian actors in the field.
- Able to apply and enforce ACF principles and humanitarian values in the field.
PREFERRED
- Experience working for ACF
- Knowledge of tools related to security at ACF
- Being able to defend the collective interest by an effort to reconcile the different actors in the area of intervention
- Mastery of tools and procedures for internal and external reporting
- Be able to define and convey leadership and vision to his team
- Knowledge of policies of major donors and their positions in the area of intervention
- Experience in the supervision of Nutrition, WASH and Food Security
- Knowledge in how to develop, maintain and mobilize external professional network
