Key Responsibilities

Reporting to the Country Director, the person selected will be a reference and representative of the Organization in the field, co-coordinating the activities of the project and managing all the resources in order to guarantee that the objectives are met in line with the policies and strategies of Oxfam Intermón.
Since 1992, Oxfam Intermón has been working in South Sudan on humanitarian and development programs. Our activities in the region started in Western Bahr el-Ghazal with food security and WaSH interventions in 2007. We have implemented food security and WaSH programmes for vulnerable communities which include returnees in Western Bhar-Gazal and Warrap state.

Currently we are setting a WASH and Food Security programme in Awerial (State of Lakes) and Bor (Jonglei State), for displaced people camps.

Objective of the Post

Contributing to analysing the humanitarian needs of the country within the framework of public health, giving suitable information to the Emergency Manager

Technically supporting the projects (giving technical recommendations).

Ensuring co-ordination between the departments (Watsan-PHP with logistics, etc.). Supervising the quality of the technical products.

Co-ordinating the Water, Sanitation and Health and Hygiene Promotion activities with the other agencies present and local and national authorities.

Representing Oxfam Intermón in coordination meeting as WaSH cluster

Responsible for technical and program capitalization and maximise sharing of lessons learnt to all staff in the country programme.

The main responsibilities of the position will be

Support and supervise the development and planning of the activities with the water, sanitation and health and hygiene promotion teams in the field, giving technical recommendations and ensuring that they are implemented.

Assure the quality of the water, sanitation and health and hygiene promotion projects and supervise the quality or the purchased equipment for the implementation of the Watsan and PHP projects.

Management of Wash teams, strengthening the OI water, sanitation and health and hygiene promotion technical capacities in the country either of the OI team of the existing projects or of the identified counterparts.

Facilitate and give support to carrying out the monitoring and evaluations of the water, sanitation and health and hygiene promotion activities. Ensuing that the indicators are suitable measured and used correctly.

Support with the budgetary follow-up of the water, sanitation and health and hygiene promotion projects in coordination with the Administration and Finance unit.

Ensure the proper application of the logistics and financial controls and procedures.

Experience and Skills

Academic studies related to water and sanitation engineering and health and hygiene promotion: Technical Engineering related with water, sanitation, the environment, public health and water and sanitation on emergencies.

Other suitable studies/ Work experience: Building of wells, Underground and superficial water operating systems, Water distribution system, water quality testing, water treatment systems , sanitation systems, health and hygiene. Diseases related with water and sanitation. Communitarian participation. Monitoring Systems, PHAST. Educator.

Strong Technical skills, proven by a minimum of 5 years professional experience preferably in emergency settings.

Experience in projects in security context.

Strong working knowledge of English (spoken and written)

Strong people management skills with experience in complex organizations.

Working Conditions

Contract of employment: 6 months.

Salary: According to the Oxfam Intermón salary scale.

Social benefits: Medical, life and accident insurance provided by the institution.

Holidays: 27 working days per year 2014

Working place: Juba, South Sudan
