Project/Proposal Summary:
The purpose of this project is to provide technical, analytic, advisory, training, monitoring, evaluation, and related support services to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about its diverse interventions. The contract will support the Mission to implement activities that promote inclusive development, in line with the Agency’s policies. The project will conduct assessments and help the Mission in monitoring, evaluating and designing activities as well as communicating their impact.

Position Summary: MSI is seeking a Chief of Party to manage the project, liaise with USAID and other donors as well as Implementing Partners, provide technical vision and guidance, and ensure that quality standards and schedules are met. The COP will manage overall contract requirements, including staffing and cost, and quality control of all work performed under the contract.

Responsibilities: • Serve as the main point of contact between USAID and MSI. • Provide technical guidance and mentoring to staff, particularly in program evaluations. • Ensure effective and timely performance of all deliverables, overseeing quality control and reporting, and adhering to the USAID branding and marking plan for the task order. • Supervise field operations, including, but not limited to: procurement, financial management, logistics, inventory and budgeting with the client. • Ensure that safety and security protocol is followed for operations.

Qualifications: • Graduate degree in a related field; PhD preferred. • At least ten years of experience in international development, including experience and/or technical knowledge in designing, managing and evaluating multi-million dollar development projects. • At least five years’ experience as a COP or senior field management experience such as Project Director, Regional Director or Country Director roles. • Demonstrated experience working with senior USAID officials. • Prior experience managing a project in a difficult operating environment. • Excellent English writing skills and speaking ability.
