BACKGROUND:
Internews Network is an international media development organization based in Arcata, CA and Washington, DC whose mission is to empower local media worldwide to give people the news and information they need, the ability to connect, and the means to make their voices heard. Internews has been working in South Sudan since 2006 to establish community radio stations across the country, and to train South Sudanese journalists to operate them. We also implement other activities across the sector, including actively working to meet the critical information needs of the South Sudanese communities who have been impacted by the recent conflict.
GENERAL FUNCTION
We are looking for a creative visionary, who can articulate the project mission and find innovative ways to gather, synthesize and share the power of our work. The Research and Outreach Coordinator oversees all evaluative activities, including overall knowledge management of Internews Network in South Sudan. The ROC is also responsible for devising and implementing strategies to ensure all data and research results are shared for greatest impact with the hardworking staff who do the work, with the communities and audiences themselves, with donors, the public, and the media industry. The ROC is also tasked with creating innovative knowledge sharing practices within Internews itself to maximize collaboration and impact of staff and activities. The ROC is the head of a team which is responsible for collecting, processing, archiving, and reporting data on program activities, including a wide range of radio programs, training activities, regulatory work and over all media development indicators. The team works on the design and implementation of monitoring and evaluation activities; the supervision and socialization of research; and the design and maintenance of the project’s knowledge management systems and databases. The position is based in Juba, South Sudan with occasional travel throughout South Sudan.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Research and M&E:
- Implement all aspects of the performance and impact measurement for Internews in South Sudan, including collection and monitoring of all data, processing and verification.
- Design, implement and contribute to evaluation methodologies and measurement approaches, above and beyond required indicators.
- Work closely with Training Director to capture all training activities, data and evaluative impact, including keeping detailed training database, reports, attendance records etc.
- Implement and track the project’s approved Performance, Monitoring and Evaluation Plan (PMEP), including all required submissions of quarterly data, annual PIRs and another requests.
- Conduct/manage the collections of qualitative and quantitative data per the approved work plan.
- Responsible for keeping meticulous records, archives, and databases for all activities and ensuring they are updated weekly.
- Work closely with research partners on outsourced activities, including baseline surveys, audience feedback sessions, and national listenership surveys.
- Train project staff in effective and appropriate data collection, methodology and tools;
- Directly supervise the Monitoring and Evaluation staff based in South Sudan.
- Implement, oversee and assist in designing special studies on an ad-hoc basis, and in collaboration with the Research Manager.
- Work closely with other implementing partners to ensure coordination of M&E methodology and data, as well as capacity building for local partners on M&E systems and data collection.
- Draft regular activity reports, monthly reports, quarterly reports and any other reports of Internews South Sudan as needed for internal and external use.
- Present impact assessments at public meetings and/or meetings with government, donors and other interested parties.
- Design and implement PMPs for project awards.
Communications and Knowledge Management:
- Devise and implement measures to socialize all data, research and information, including but not limited to presentations of quarterly reports to project staff; generating monthly reports of radio programming for station staff use; working with marketing and programming teams to devise relevant and useful reports, etc.
- Creative innovative knowledge sharing practices within the organization itself to maximize collaboration and impact of staff and activities;
- Ensure two-way communication and feedback between all departments, staff and audiences to ensure research is utilized and practical.
- Socialize research by devising ways of publishing, sharing, reproducing data and results to staff, donors, beneficiaries, the public, the industry etc..
- Author papers, blogs, presentations etc. to disseminate research findings as appropriate;
- Draft timely accurate press releases for key events, publications and advocacy issues as they arise.
- Oversee consultants to create multimedia content, including print, web, photos, video, audio interviews, and edited multimedia pieces that promote the project to external target audiences.
- Create and manage contacts and media database, (including entering and maintaining data and running reports, etc.).
- Lead in drafting internal and external written communications, including web content, print material, and social media content.
- Be responsible for program photo archives and internal information and knowledge management system.
- Design, manage, and edit internal monthly project newsletter and other communication tools, such as weekly email project updates, etc.
- Build and manage staff bios and database.
- Liaise closely with the communications team in HQ to identify possible story pitches and web content.
- Create social media content for Twitter, Facebook, etc. and ensure presence of Internews South Sudan project across all relevant social media platforms.
QUALIFICATIONS
- Must be a creative, energetic and passionate manger, writer and researcher.
- Bachelor’s degree in social science, development, or related field or equivalent standard of education. Master’s degree preferred.
- Exceptional and inspired English writing skills, to a publishable standard. Writing samples and portfolio required.
- Experience in the field of performance measurement for social development activities and/or media.
- Familiarity with both qualitative and quantitative data collection and M&E database systems.
- Experience with all relevant software, such as Access, Excel, In-Design, Photoshop etc.
- Sensitivity to cross-cultural dynamics in the work place and experience supervising staff.
- Must be self-reliant, resourceful, good problem-solver, good humored, and flexible.
- Ability to travel within South Sudan. Willingness to spend extended time in the field, with limited facilities, often under harsh conditions.
- Understanding and knowledge of political and historical context of South Sudan and the Abyei region.
- Experience living and working in Africa and/or conflict/post-conflict environments.
- Ability to work independently, efficiently and reliably, to a high standard and to deadline.
- Ability to work collaboratively with a diverse staff.
- Fluency in English, knowledge of Arabic a plus.
