OVERVIEW:
Catholic Relief Services (CRS) is looking for qualified Resilience and recovery Program manager for it USAID funded Jonglei Food Security Program (JFSP). The post is located in Yuai, Northern Jonglei.

The PM will manage the resilience and recovery interventions and reports to the Area Manager based in Yuai.

JOB RESPONSIBILITIES:
• Lead and manage the DRR technical team in Yuai and Ayod field offices in Northern Jonglei and provide support to Akoba and Nyirol.
• Ensure the integration of various programs to achieve resilience at community and household level
• Ensure that CRS staff and partners receive the necessary training and technical assistance to achieve program objectives.
• Support the development of boma level DRR, emergency and recovery planning to reduce risks contributing to food insecurity.
• Support communities using Food For Asset mechanisms in the development of adaptation and mitigation measures identified in DRR planning process.
• As a member of a multi-disciplinary livelihoods team, provide appropriate and timely input to other technical sectors in order to achieve overall project objectives.
• Track and monitor project progress against set objectives, timelines and budgets and alert the DRR PM and Area Manager of any problems in a timely manner.
• Mange the NFI and other emergency recovery activities in the operational areas.
• manage the emergency and recovery team in coordination with the PM.
• Ensure the capacity development and mentoring of the national staff.
• Ensure and effective and timely financial and commodity resource utilization and management
• Supervise and provide regular support to the DRR and recover staff based in Yuai and 3 Counties of Northern Jonglei.
• Ensure effective, planning, management, programing and reporting of food commodities.
• Ensure the targeting, verification of the beneficiaries and commodity distribution to the right beneficiaries.
• Ensure the proper data base management and reporting to PM and government partners.

KEY WORKING RELATIONSHIPS:
Internal to JFSP: Chief of Party, Area manager, commodity Manager, Livelihood Team Leader, M&E Manager, other sector technical team leaders , managers and field office coordinators, JFSP Finance and Grant manager.
External to JFSP: Jonglei State government ministries and lower level administration officials and community leaders.

QUALIFICATIONS:
• Graduate degree from a recognised university in a development or livelihoods related field;
• Sound management skills, including a minimum of three years project management experience in an international post- conflict setting, preferably in Africa;
• Demonstrated ability to work closely and effectively with government structures in a developing country context;
• Demonstrated experience in DRR and resilience
• Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals
• Professional working experience in South Sudan, especially in Jonglei, would be an advantage.

• Vision, and ability to think strategically and innovatively
• Ability to explain advanced topics simply and clearly
• Strong survey and research skills
