OVERVIEW:
CRS is leading the implementation of the Jonglei Food Security Program (JFSP) in South Sudan, in a consortium with Save the Children (SCI). CRS is looking for qualified and experienced agro-enterprise and value chain program manager. The agro-enterprise program manager will design and manage all aspects of the agro enterprise development and market based approaches for the program in Jonglei State including strategies to increase household access to financial services and diversify market opportunities. The post will lead on the development and expansion of savings and lending (using the SILC methodology developed by CRS). The post will design, pilot and scale up market-based initiatives to support emergency response and recovery programing in Jonglei State, using food, cash and voucher mechanisms. The post will provide training and capacity building to consortium member staff and to stakeholders and partners the development of business and agro enterprise skills, as well as for supporting households in developing profitable value chains in agriculture and livestock production.
The Agro Enterprise Program Manager is a member of the Livelihoods Program Team and reports to the Livelihoods Team Leader. As a member of a multi-disciplinary livelihoods team, the post will provide appropriate and timely input to other technical sectors in order to achieve overall project objectives. S/he will provide technical supervision to the field level program teams and run ToT workshops, develop toolkits and training materials for program staff and field agents
JOB RESPONSIBILITIES:
- Work with other JFSP technical advisors to design, plan and implement the agro- enterprise program with the necessary support structures for agro enterprise development, mobilization, group formation;
- Develop market-based initiatives for emergency response and livelihoods recovery for IDPs, returnees and host community in Jonglei State;
- Participate in the setting of targets and indicators for SILC programs. Develop the processes and provide the training required to enable field staff to monitor performance and achievement of targets and standards;
- Manage and provide effective leadership and oversight to the agro enterprise activities in northern Jonglei.
- Develop team capacity by designing and implementing training and providing ongoing mentoring and capacity building;
- Advise on savings-led microfinance quality standards and opportunities for enhanced programming within JFSP.
- Build the capacity of consortium partners in identifying and disseminating lessons learned and best practices.
- Oversee and guide the community institutional building, producer group organization, training(building skill set)
- Provide guidance on the sustainable establishment and functioning of the producer groups ( livestock, fisheries and farming) and linkage to market;
- Ensure the market opportunities documented and shared per county depending on the comparative advantage of each zone
- Develop business and agro-enterprise skills for men, women and youth;
- Develop profitable value chains and value addition technologies based on profitability analysis

SUPERVISORY RESPONSIBILITIES: The JFSP Agro-Enterprise Team
KEY WORKING RELATIONSHIPS:
Internal to JFSP: JFSP Technical livelihood Team Leader, COP, Area Managers and field office coordinators, technical leads and field office managers of JFSP consortium partners.
External to JFSP: GRSS and Jonglei State government ministries, local/international NGO offices, UN agencies, and the US Agency for International Development/ Office of Food for Peace.
QUALIFICATIONS:
- Master degree in rural development and any subject from a recognised university;
- Excellent communication skills in English, both oral and written;
- At least 5 years professional programming experience related to livelihoods ;
- Substantial experience in designing, implementing and managing livelihoods related projects in an emergency/ recovery context;
- Proven capacities in participatory planning and evaluation at community level;
- Proven ability to build and supervise technical teams in multiple locations;
- High level training and facilitation skills with program teams and beneficiaries;
- Excellent documentation and writing skills; proven ability to write quickly and clearly and communicate with a wide range of stakeholder groups
- Proven experience in building, strengthening and working with government and non-government local partners.
Desirable Qualifications and Experience:
- Work experience in South Sudan or Jonglei State would be an advantage;
- Specialized knowledge of and experience with market based approaches in emergency settings, savings-led microfinance delivery methodologies
