The Area Logistics Manager, Unity State oversees and manages Logistics and Base Management functions including designing and implementing systems that supports programs in Unity State. Samaritan's Purse (SP) has been actively meeting the emergency food, clean water, and nutrition needs of Sudanese refugees in Yida since the summer of 2011, when the violent conflict in South Kordofan state in Sudan began to displace people in the Nuba Mountains. Over the course of the next year after the beginning of the conflict a massive influx of over 70,000 refugees were displaced to South Sudan to Yida. The conflict continues in South Kordofan making it continue to be unsafe for refugees to return and Samaritan's Purse continues to provide food, clean water, and nutrition assistance to the refugees in this remote part of South Sudan. The current conflict in South Sudan has made the situation even more complex.
RESPONSIBILITIES:
Procurement:
- At the beginning of every financial year, work closely with the program managers to develop a procurement plan for your location.
- Put in place systems to ensure timely procurement of Base and Program supplies so as to ensure that programing is not disrupted as a result of shortage or lack of supplies.
- Maintain a Purchase Request (PR) tracking system that serializes the PR and keep a supply chain visibility document that shows the status of every Purchase Request.
- Liaise closely with the Juba and Nairobi logistics teams to ensure that those items requiring Customs duty exemption are noted and the duty exemption process is executed in time.
Warehousing:
- Oversee keeping of good documentation in the warehouse.
- Ensure that all goods entering and leaving the warehouse have the proper documentation.
- Maintain an organized, clean and tidy warehouse.
- Conduct a monthly stock take in the warehouse and ensure discrepancies are reconciled.
- Be the focal point for receipt of cargo arriving in your location via road, water or air.
Fleet Management:
- Ensure that SP vehicles in your location are serviced/maintained as per scheduled.
- Check periodically to ensure that all onboard equipment in the SP vehicles are functional and accounted for.
- Ensure that all vehicles leaving Yida have an approved Travel Request Form.
- Be the focal point in vehicle allocation to the programs.
- Allocate vehicles to pick up and drop off staff and guests to and from the airstrip.
- Monitor the fuel consumed by vehicles and generators by maintaining a record for each.
- Ensure sufficient motor vehicle spares and fuel are in stock.
- Ensure that each vehicle has a vehicle Log sheet book that is filled out to record journeys made by the vehicle.
- On Flight days, coordinate to ensure that the airstrip in your location is safe for landing of SP planes by ensuring that the runway is free of animals, persons and is free of any overgrown vegetation.
Security:
- Put in place controls to ensure that all SP staff and assets in your location are safe and secure.
- Provide oversight of the Yida base security guards to ensure the compound is secure at all times.
- Ensure the Yida compound is well kept including the fences, walls and fox holes.
- Ensure the emergency supplies are ready for use at all times.
- Check periodically that fire extinguishers are functional at all times.
- Maintain an Occurrence book that records all the security incidents.
Inventory Management:
- Ensure that all assets in your location are tagged per SP inventory policy.
- Ensure that any missing, lost or stolen assets are tracked and reported to the Area Coordinator.
- Participate in making possible the quarterly IHQ inventory exercise.
Base Management:
- Oversee following provisions for staff and guests: comfortable accommodation, safe and clean office space, healthy meals and clean water.
- Maintain sufficient stock levels of food items and household supplies.
- Oversee maintenance of a clean compound with hygienic waste disposal.
General:
- Supervise the Procurement Officer, Warehouse Clerk, Head Mechanic, Head Security Guard, Compound Logistician.
QUALIFICATIONS:
- Bachelor's degree from four-year college or university; or one to two years related experience and the training; or equivalent combination of education and experience.
- One year of college-level Biblical studies strongly preferred.
- Previous experience working overseas, particularly in Africa or Sudan.
- Possesses strong organizational and problem solving skills.
- Must be a self-starter and internally driven to success and hard work.
- Possesses strong cross cultural communication skills, both written and verbal.
- Must be a humble team player.
- Ability to be flexible and adaptable.
- Willingness to travel in and out of the field and willingness to stay in the field for extended periods.
- Knowledge of computer systems and its applications such as Word, Excel and Outlook.
- Experience in Logistics management preferably in a Non-Governmental Organization (NGO).
- Experience in Fleet Management and Maintenance.
- Must have analytical and report writing skills.
- High level of integrity and stewardship.
12 month contract with the potential for renewal.
This is an unaccompanied assignment.
