JOB CONTEXT:

The context in South Sudan is characterized by a continuum between emergency and development with regular chronic crisis, periods of stability and period of massive emergency. Handicap International (HI), present since 2006, has shifted in 2009 from the emergency department to the development one but remains active in both operational interventions.

Consequently, 2 types of actions are implemented currently:

  • Emergency actions related to the December crisis: implementation of emergency responses for the most vulnerable in Juba IDPs (Internally Displaced Peoples) camps & Awerial. These actions are funded by emergency donors and are planned to continue in 2015 via presence in camps and extension of emergency mobiles teams.
  • Long term development projects: 3 projects are funded and implemented: One project on Rights and DPOs support, funded by EU (civic inclusion), in Juba, Bor and Torit. A second of four-year funded by the Dutch Mofa and AC4 (Luxembourg) on Victim Assistance and implemented in Yei. At last, a Mental Health project funded by AFD and which started in June 2014 for 4 years.

JOB DESCRIPTION:

Based in Juba, as Inclusion technical Support, under the line management of Civic Inclusion Project Manager, you will ensure the technical support to include people with disabilities into mainstreaming service providers i.e. health, education and livelihood through capacity building on inclusion for project team and Disabled People’s Organizations (DPOs).

Your General mission will be to promote inclusive practices in health, education and livelihood services in line with the National Disability & Inclusion Policy framework and lead the barrier assessment of selected health and education structures as well as develop capacity building plan based on assessment findings and recommend for future development through project team and DPOs.

Your responsibilities will be:

· Conduct the barrier (attitudinal, physical and institutional) assessment of health and education structures and building capacity to overcome the identified barriers through DPOs

· Capacity building on mainstreaming disability within organizational framework or programme of different identified service providers and DPOs

· Capitalization, guarantee the quality of the actions and support other cross cutting issues

CANDIDATE PROFILE:

You have/are:

§ Graduated on Disability and Inclusion

§ An experienced person in disability inclusion with accessibility (focus on universal accessibility guideline) experience and knowledge.

§ A minimum of 2 years of experience in the field of disability inclusion and practical aspects of mainstreaming disability in developing countries

§ Experienced in capacity building and have proven pedagogical skills

§ Excellent communication skills both oral and in writing: capacity to listen, responsiveness and diplomacy

§ Capacity to adapt with basic condition of living and limited individual space.

§ Ability to work within multi-cultural team and to live amicably in close proximity to other expatriate staff (shared accommodation)

§ Ability to work independently and as a member of a team

§ Good capacity to withstand pressure and manage stress and flexibility

REQUIRED LANGUAGE SKILLS: Excellent written and oral skills in English

JOB ENVIRONMENT:

Juba is the capital of South Sudan, and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limits movement from may/June to September/October, including internal flights, and severely hampers most road connections.

The office and the Guesthouses are separated in Juba. Both premises are in the center of Town. The accommodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. City Power is hectic but a generator is run in the morning and at the evening time. There is a TV in the dining room with DSTV (cable) and the Guesthouse has internet/wireless facility. Juba offers some facilities as bars, restaurants, gym, swimming pools.

Due to the context, the position is unaccompanied

EMPLOYMENT CONDITIONS:

Salary: 1950-2300€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance

Or

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
