Pipeline Advisor

The Oxfam Confederation is made up of 17 Oxfam affiliates (including Oxfam GB) working across 92 countries. In 2009, all Oxfam affiliates decided to work more closely together as a global movement for change. Oxfam GB has been working in South Sudan since 1983. We aim to overcome poverty and inequality through the most effective, appropriate and enduring solutions. Oxfam’s institutional mandate is therefore threefold; development work, emergency humanitarian relief work & policy advocacy work. Oxfam South Sudan is currently implementing humanitarian response programs and Development Programmes in different parts of the country.

The role

The Post holder will be responsible for linking Programme and Logistics departments to harmonise planning and support a holistic one programme approach to emergency preparedness and response. You will be involved in contingency planning, arranging and coordinating stock pre-positioning in strategic sites and managing the supply line process from planning through to delivery to final destination. You will conduct special management reviews and/or follow-up on pipeline issues to assist in the improvement of logistics procedures and practices with regard to pipeline supplies and end-user monitoring. You will Provide guidance and participate in rapid emergency logistics assessment missions in the country; and act as main focal person for the pipeline internally and externally to the WASH Cluster. You will be required to undertake field visits to project sites to ensure smooth logistics operations related to pipeline and end-user monitoring purposes. You will serve as Oxfam focal person for pipeline issues, working in close coordination with Logistics, information management, inter-agency coordination, and liaison with UNOCHA cluster and Clusters as required.

The person

To be successful in this role you will have a degree in related field with proven work experience of supporting large-scale emergency responses in a complex humanitarian environment with an international or multinational organisation. You will have good communication skills coupled with diplomacy, tact and ability to remain calm under pressure. Ability to coordinate activities with other agencies, build and maintain positive working relationships is essential. You will have strong interpersonal skills and the ability to communicate clearly both verbally and in writing, coupled with the professional credibility required to influence and motivate others to achieve results. In addition, you will have proven experience in a field environment to support relief programmes, working with local communities.
