The Republic of South Sudan went through a relatively peaceful period from the signing of the Comprehensive Peace Agreement in 2005, through independence in 2011 until December 2013, when tensions between the President and former Vice President erupted into violent conflict. The security situation remains fragile and testing operational challenges abound. IRC operates in five of South Sudan's ten states with programming in health, protection, environmental health, gender-based violence prevention and response, nutrition and food security and livelihoods.
The Roving Supply Chain Staff Development Manager is responsible for building the capacity of Supply Chain staff and Field Coordinators to ensure that day-to-day Supply Chain functions in the field are performed in accordance with IRC policies, procedures and SC best practices and to provide direct advice and guidance to Field Managers/Coordinators and staff on Supply Chain policies and procedures.
Scope of Work:
Under the direct supervision of the Supply Chain Coordinator, this position provides technical oversight, monitoring and capacity building for Supply Chain Functions in IRC South Sudan field sites including Procurement, Warehouse Management, Drug Management, Asset Management, and Vehicle Managment. The Roving Supply Chain Staff Development Manager will be based in Juba with frequent travel to the IRC South Sudan Field Offices. The Roving Supply Chain Staff Development Manager will be based approximately 75% in the field and 25% in Juba.
Specific Responsibilities:
- Serve as the Supply Chain Compliance Specialist for Supply Chain services within the field offices.
- In collaboration with Field Supply Chain Officers, ensure compliance with the IRC's Global Supply Chain Policies and Procedures.
- Provide advice and support to Field Supply Chain teams, Field Managers/Coordinators and program managers on Supply Chain related matters, including but not limited to, procurement, warehousing, assets and vehicle management.
- Serve as a mentor for and build the capacity of field-based Supply Chain staff to ensure sustainability and career growth.
- Offer overall Supply Chain support to field locations whenever there is a gap.
- Understand, implement and monitor adherence to IRC Supply Chain policies and procedures including Procurement, Asset and Inventory Management, Vehicle and Equipment Management and Drug Management in all field sites
- Ensure that compliance with policies is documented through systematic review and spot checks
- Implement policies and procedures for receiving, documenting and tracking Contributions-in-Kind at field sites.
- Provide on-going training and mentoring to IRC field supply chain officers
- Provide regular training for both Supply Chain and non-supply chain in all field sites on supply chain processes.
- Oversee warehouse operations throughout South Sudan (with particular emphasis on medical and pharmaceutical stores), ensuring proper stock-keeping records, storage conditions, security and facility maintenance
- Provide training to Program Managers on IRC warehouse and drugs procedures to ensure warehouse control and compliance
- Monitor construction activities at field sites and report concerns to Supply Chain Coordinator.
- Promptly inform the Supply Chain Coordinator of any areas of concern or potential or suspected violations of policies and procedures
Requirements:
- Bachelor's Degree required. Degree, diploma or professional certification in Supply Chain Management, Drug Management or related field strongly preferred.
- At least 3 years of experience in international humanitarian logistics
- Familiarity with drug management and medical supply chain principles
- Ability to develop and roll out logistics policies and SOPs
- Demonstrated training and capacity building ability
- High degree of flexibility and ability to work in remote field conditions against tight deadlines
- Experience in South Sudan a plus
- Strong computer and communication equipment skills, including Microsoft Office applications, VHF, satellite phones
- Fluency in English (spoken and written)
- Excellent organizational skills with the ability to prioritize workload
- Well organized and analytical
- Able to work well in a team and to undertake assigned tasks independently
WORK ENVIRONMENT:
Security level Orange - Concerns include armed conflict, common criminality, presence of armed troops, tribal violence.
Housing The position is based in Juba with frequent field travel. Lodging in Juba is a private bedroom in a shared IRC guest house. Lodging in field sites is basic and varies from traditional huts to tents to brick structures. All sites have electricity and internet at least a few hours per day. Food is the individual's responsibility.
