JOB CONTEXT:

Handicap International is working in South Sudan since 2006 and has progressively developed mid & long term actions in 3 sites (Juba, Bor and Yei). Three projects are currently implemented: a civic inclusion project with DPOs, a mental health project at the point to begin, the post-related VA project.

The four-year Victim Assistance Project in Yei County, Central Equatoria funded by Dutch MOFA Holland started in July 2012. The Victim Assistance project aims to support the national Authorities in the implementation of the South Sudan National Mine Action Strategic Plan 2012-2016 and to increase the access to mainstream and specialized services at individual and community levels.

The Base Administrator will be under the supervision of the PM, he/she will be based in Yei and will be the line-manager of the national log/admin.

JOB DESCRIPTION:

Challenges and goals:

As a base administrator, you will be in charge of the good running of the support services in Yei base providing support and supervision to the national admin/log.

Your main responsibilities will consist on :

· Managing the administration of the Yei base: Ensure the implementation of the administrative operating procedures, supervise the national log/admin,

· Ensuring a relevant HR management of the staff on the base: identify trainings needs, coordination with Juba office in terms of health insurance, labour law, HI internal regulation, etc.

· Managing cash and accountancy: ensure specific bank procedure, maintain connection with Juba office, ensure good-kept of the cash-books, supervise current financial operations, etc.

· Managing finance and budget: ensure monthly budget monitoring, prepare financial documents for donors, etc.

· Supervision of logistics: Provide supervision and support the national log/admin to implement of the purchase and supply chain procedures for Yei base, manage well equipments & vehicles of the base.

· Internal & external communication & public relations

CANDIDATE PROFILE:

Experiences / Qualifications:

· You are post graduated in Humanitarian Program Administration (Bioforce) or in accountancy/finance

· You have a first successful experience as administrator on a humanitarian program

· You have good analytical and conceptual skills

· You show good understanding of capacity building issue

Personal qualities:

· You are able to work independently and as team-player

· You are sensitive to intercultural environment and able to adapt in an isolated area

· You can deal with working in a stressful environment

· You are known for your creativity and innovation skills

REQUIRED LANGUAGE SKILLS:

You are fluent in speaking, reading and writing English.

SPECIFIC FEATURES:

· Due to the isolated context, this position is not open in couple or family

· This position is open to junior profiles

· HI is located in a proper compound in the town of Yei, including office and accomodation. The compound has been renovated and includes access to electricity, water and internet, as well as staff for basic cleaning & cooking. Yei has some facilities and a social Life with other international organizations is available, although quite limited.

EMPLOYMENT CONDITIONS:

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
