Finance Director – Education in South Sudan
Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Finance Director for an anticipated Education program in South Sudan with the Empowerment & Civic Engagement group with the Empowerment and Civic Engagement Group. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION
POSITION TITLE: Finance Director – Education
LOCATION: South Sudan
UNIT: Empowerment and Civic Engagement
REPORTS TO: Chief of Party
PROGRAM SUMMARY:
The Finance Director will manage the accounts and contracts for an anticipated USAID education program for Winrock International’s Empowerment & Civic Engagement group in South Sudan. Responsibilities include management of the accounts; management of junior accountants; and coordination with Winrock headquarters accounting staff. The Finance Director will be responsible for maintaining Winrock’s financial integrity, preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), local government regulations, Winrock policies and procedures, and donor requirements, ensuring that procedures and policies of USAID for procurement of goods and services are followed. He/she will also be responsible for ensuring the project (Winrock and partners) adheres to local laws regarding contracts, payments, payroll, taxes, and local reporting requirements. This position will be under the day-to-day supervision of the Chief of Party.
Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
• Maintain project accounts in accordance with Winrock policy and procedures;
• Ensure project expenditures are in accordance with the approved budget, project contract, and USAID policies;
• Ensure correct coding of expenses, and file supporting documents as per the set guidelines;
• Oversee all programmatic financial transactions including grants;
• Oversee project accountants;
• Ensure that monthly accounts and financial reports are submitted to headquarters by the given deadline;
• Ensure that subcontractors comply with USAID regulations;
• Implement sound internal control practices in project office(s) in accordance with Winrock policy;
• Ensure timely invoicing to USAID;
• Ensure timely submission of the quarterly accrual to USAID;
• Ensure that all project staff follow Winrock accounting policy (with respect to procurement, timesheets, receipts, etc.);
• Develop and manage project budgets and sub budgets;
• Monitor monthly financial performance in relation to budgets and forecasts, obligated funds, commitments, and advances to subcontractors and consultants;
• Provide detailed analysis of costs, budgets, contract, and funding agency requirements as needed;
• Facilitate project audits as needed;
• Train and guide subcontractor staff in management of finance and contracts as and when such a need arises;
• Develop monthly project transaction reports;
• Review and process subcontracting processes and subcontract invoices received;
• Manage and record staff payroll;
• Review field and partner accounts periodically to ensure full compliance to given rules and regulations;
• Supervise subcontractor office accounts;
• Approve and manage all employees, consultants, subcontractors, and leasing contracts;
• Manage working advances to staff and programs as required;
• Other tasks as assigned by the Chief of Party.
QUALIFICATIONS AND BACKGROUND:
Education:
• Bachelor’s Degree in Accounting, Finance, Business Administration or related field or equivalent.
Work Experience:
• Minimum of 7-10 years experience required, including administration of USAID contracts, financial management, direct project management;
• International work experience in a position similar to Director of Finance;
• Experience managing international projects valued at $5 million or more;
• Experience managing multiple funding streams simultaneously;
• Familiarity with Federal and USAID Acquisition Regulations;
• Experience using QuickBooks or other accounting software a plus;
• Ability to manage diverse team.
Skills: • Fluent English language skills required • Excellent management, communication, and organization skills are essential. Strong analytical and computer skills, especially spreadsheet and financial analysis.
