About us

DRC is a leading protection agency and has in conjunction with our specialist unit, Danish Demining Group (DDG), been operating in South Sudan since 2005, initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed. We are currently actively engaged in providing humanitarian services to refugees from Sudan and to internally displaced persons, through 450 national staff, 60 expatriate staff and an annual budget of USD 25 million.

The position

The main responsibility of this position is to represent and organise DRC-DDG in South Sudan and to make us a leading international humanitarian organisation in terms of quality assistance, advocacy and visibility.

Duties and Responsibilities

  • Overall responsibilities are in the areas of: external relations; supervision/management; organization of operations; strategy development; programmatic support; grants management; financial administration; HR; and safety, including:
  • Daily leadership, supervision and capacity development of staff.
  • Leading the strategic and programmatic direction of DRC-DDG in South Sudan.
  • Representing DRC-DDG within South Sudan to partners, donors and duty bearers, and promoting an optimal operational space for pursuing our strategic priorities in coordination with all relevant entities.
  • Ensuring the programme is organized and managed to enable pursuit of opportunities while at the same time operating in compliance with minimum requirements and relevant guidelines.
  • Responsibility for the timely and efficient implementation, management and reporting on the resources entrusted to DRC-DDG in South Sudan by our donors and partners.
  • Overall responsibility for risk management, safety and duty of care of staff.

Reporting lines

The CD reports to the Head of Unit for South Sudan at DRC’s Headquarters in Copenhagen. The following positions in the South Sudan operation currently report directly to the CD: Head of DRC Program, Head of DDG Program, Head of Finance, Head of Procurement & Logistics, Human Resources Advisor and Safety Advisor.

About you

To be successful in this role you must have:

  • Minimum 10 years of senior management experience with a humanitarian agency;
  • In-depth knowledge of and experience working with displacement issues of both internally displaced persons and refugees and related international standards/frameworks;
  • Familiarity with humanitarian coordination mechanisms;
  • Solid experience with strategy development, financial management and human resource development;
  • Strong ability to collaborate, network and negotiate with local partners; Governments, UN, donors and other NGOs including proven experience in developing fundraising strategies;
  • Relevant educational background (e.g. political science, international development, etc.); and
  • Fluency in written and spoken English.

  • You have always had the ability to motivate and guide staff working in complex and unpredictable environments and thrive with the capacity building side of your job. You are known to be a strong and confident leader; who on the one hand is inclusive, approachable and good at delegating while on the other hand is not afraid to stand alone and take tough decisions, all the while able to focus on managing your country at a strategic level.
  • You have a natural talent for working analytically and find that you excel in tasks concerning negotiation, advocacy and interpersonal communication. Last, but not least, you thrive by working in complex emergency operation within a changing and insecure environment and as a result have a natural ability to work well under pressure - that mirrors your solid personal stamina.

Conditions

Availability: 01 June 2015.

Duty station: Juba, South Sudan with frequent travel to field operation sites for direct support, monitoring and representation.

Accommodation: En-suite pre-fab in the purpose-built DRC-DDG compound in Juba.

Contract: 12 months with the possibility of extension.

Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. This position is offered at salary level A3 and attracts an R&R benefit in addition to five weeks of annual leave.
