Project Summary:
The MESP project is designed to improve the functioning and utility of USAID Mission Performance Monitoring, Evaluation and Project Planning and Design systems through a combination of targeted direct M&E implementation, expert technical assistance, formal training, and knowledge sharing and M&E collaboration support. This performance evaluation will assist the Mission in reaching decisions related to future investment in support to electoral processes. The performance evaluation will determine the project’s achievement of project goals and results, and associated underlying reasons for achievement and/or non-achievement; and document lessons learnt and best practices to inform future programming of similar project activities.
Position Summary:
As part of a team of experienced consultants, the Technical Specialist(s) will participate in document review, development of methodology and data collection tools, Team Planning Meetings and other preparation meetings as well as in data collection, data analysis and report writing, and debriefing USAID team and the wider audience that include, implementing partner (s), government invitees, and any other interested stakeholder on the evaluation findings, conclusions and recommendation. The proposed dates for the project are April 15, 2015 through May 30, 2015 for an estimated LOE of 40 days.
Responsibilities:
Pre-Field Work Briefing
- Participate in the Team Planning Meeting and other preparation meetings as well as in selection of appropriate data collection methodologies and creation of corresponding interview instruments.
- Review of documents assigned by the Team Leader and/or MESP Evaluation Managers as part of literature review, and prepare a summary report of the literature review.
- Support the Team Leader in preparation and presentation of the inception report and approaches detailing the evaluation design to USAID in an oral presentation and review meeting in which USAID may raise questions and issues and request adjustments, if necessary, to that plan prior to the start of field work. This meeting will be held within one (1) work day after the submission of the team’s inception report which USAID will approve, request adjustments, or reject the team’s inception report and evaluation design within one (1) work day after this meeting is held.
Field Work
- Conduct interviews with identified respondents including governments, local CBOs, USAID or others as identified.
- Participate in ensuring the quality of the data being collected; and draft sections of report or presentations according to specialty and as assigned by the Team Leader.
Post-Field Work Review
- Work with the Team leader in preparing and managing briefings and oral presentations/reviews which serve as a checkpoint on the completeness of the evaluation team’s data and analysis on each of the evaluation questions and on the clarity of the flow of the team’s presentation of its findings, conclusions and recommendations.
Draft Report
- Contribute to drafting the evaluation report, preparing in accordance with USAID’s How To Prepare and Evaluation Report guidance.
- Work with the Team leader to debrief the wider audience that include, USAID team, implementing partner(s), government invitees, and any other interested stakeholder.
Final Report
- Submit all the quantitative and qualitative datasets obtained as a result of this evaluation to MSI including all documents, slides, etc.
Qualifications:
- Master’s degree in political science, law or relevant social science field
- Minimum ten (10) years’ experience in the technical field.
- Expertise in at least one or more of the following: establishment of legal frameworks, civic engagement or/and working with Civil Societies.
- Experience in research and demonstrated knowledge of conducting qualitative studies.
- Local experience as well as experience in Africa or/and other similar setting preferred.
