Contract length: 12 months

The role The Senior Health Program Manager will oversee the implementation of the Save the Children's Community (iCCM) and facility based Health programme in South Sudan and will have overall responsibility for health programme implementation leadership, direction and coordination. He/She will work closely and in consultation with the Health Technical Adviser, the iCCM technical adviser, Nutrition Technical Adviser and field based program staff in the implementation of both the Health Pooled Fund project and of the Global Fund/DFID funded CCM interventions.

Responsibilities will also include follow up on program reports and ensuring projects are implemented in accordance to the agreed contracts and budgets, and safely and security of the staff. S/he will work under the supervision of the Director Program Operations and in close coordination and collaboration with Health Technical Adviser, iCCM technical adviser, Ministry of Health authorities, Health Pooled Fund, PSI and staff at national, state and county levels. S/he will also provide technical support to the field staff regarding Save the Children health and iCCM programs with support from the two technical advisers. S/he will coordinate and support the field based Health Program Mangers/County Health Coordinators and iCCM Assistant Project Managers or their designees in capacity building role to the County Health Departments in the Counties where Save the Children implements PHC and/or iCCM projects and ensure linkage between the two components of the program as well as other complementing components such as nutrition.

Qualifications and experience

  • Master's degree in Public Health or related training
  • At least 3 years' experience working in Primary Health Care and community-based health programming.
  • Minimum of two years' experience working in a senior management position in an International Non-Governmental Organization.
  • Capacity to implement a both facility (PHC) and community-based health programs and ensuring effective linkage between them.
  • Experience with the Integrated Management of Childhood Illness (IMCI)
  • Experience working with communities of diverse cultural practices and low literacy levels.
  • Computer literacy with advanced word processing, spreadsheet and presentation skills.
  • Excellent organizational,budget, project management, communication and writing skills.
  • Leadership skills, including the ability to supervise and motivate staff.
  • Experience of proactively identifying and addressing issues.
  • Experience of establishing strong and constructive working relationships with colleagues from different functions and organizations.
  • Experience in monitoring and evaluation of community-based health programs.
  • Ability to frequently travel to the field sites and work in hardship, insecure remote and non-accompanied locations.

Desirable

  • Previous experience working in South Sudan
  • Familiarity with communication protocols in security sensitive locations including radio communication protocol.
