Norwegian People’s Aid is a humanitarian organisation rooted in the Norwegian Labour Movement. We work with International Development Partnerships, Humanitarian Disarmament, Rescue Service and First Aid, and Asylum and Integration. Norwegian People’s Aid has more than 12000 members in Norway and 2400 staff worldwide. We work in 39 countries around the world, and in 2015 we will have an expected turnover of 920 MNOK.

Norwegian People’s Aid (NPA) has been involved in humanitarian work in South Sudan since 1986 and is one of the largest NGOs present. This is NPA's largest country portfolio and the headquarter is located in the capital Juba. From there NPA run four multi sector programs in relief, humanitarian disarmament, and long-term development, with an annual turnover of approximately 20 million USD. There are about 600 employees in the organization, and its activities are dispersed throughout the country.

General responsibilities:

The Finance Manager is the head of financial management, accounting and reporting for land and office projects in South Sudan. The position reports to the Country Director, and is part of NPA South Sudan’s management team.

Specific duties:

  • Overall responsibility for NPA South Sudan's finance including accounting, auditing and monitoring activities
  • Responsibility for implementing NPA’s practices and procedures for financial management
  • Responsible for establishing, implementing and/or developing local policy and procedures for financial management
  • Responsible for budgeting and forecasting processes and associated monitoring and reporting
  • Close cooperation with and support to programs and projects
  • Build skills and capacity within finance, both to the local staff and to partners

Required qualifications:

  • Excellent leadership skills with the ability to achieve results through others
  • Relevant higher education
  • Technical experience as a successful Finance Manager, with documented good results
  • Experience from being part of a management team
  • International experience/field experience, preferably working in South Sudan or under similar challenges
  • Experience managing multiple grants; 10-15 grants (or more) with an annual budget of 20+ million USD
  • Experience in managing multiple offices/locations
  • Experience with capacity building of staff
  • Experience from working with partners
  • Written and verbal proficiency in English
