Qualifications
Experience:Minimum of five years’ international experience managing complex development and humanitarian projects with many staff in a reputable international organization. Diverse geographical professional experience preferred. The Education Coordinator must be confident, eloquent and organized, as the Education Response Team will rely on his/her leadership during times of high pressure and competing priorities
Education: Master’s degree in Education or its equivalent from a recognized institution
Professional skills:Knowledge of church structures and experience with related agencies, ecumenical partners, other NGOs, UNHCR, UNICEF, ECHO, SIDA and BPRM. Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result. Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.
Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties.Awareness of the general political, economic and development dynamics of the region.Strong organizational and management skills. Excellent verbal and written English skills. Arabic language skills would be an advantage but not a requirement.
Excellent team work and problem solving skills. Demonstrated experience and skills in training facilitation, conducting assessment, baselines and evaluations using participatory methodologies, data analysis and intepretation. Possession of practical skills in writing concepts notes, donor proposal s and reports. Sound understanding of the SPEHRE, HAP, INNEE and the code of Conduct. Computer literacy with full knowledge of office applications, internet and email

POSITION DESCRIPTION
for the post of
EDUCATION COORDINATOR, MABAM REFUGEE CAMPS, UPPER NILE, SOUTH SUDAN
of the Lutheran World Federation, Department for World Service (LWF/DWS) Program in SOUTH SUDAN
Job purpose:
The Education Coordinator – Upper Nile State is responsible for the overall supervision and management of all LWF Education programs in Upper Nile State. Entails overall responsibility for the effective and efficient management of Education activities and ensure the implementation of education activities and maintain documentation in accordance with established LWF South Sudan guidelines and procedures.
Reporting & Communication lines: The Education Coordinator shall report to the Team Leader under the overall leadership of the Country Representative who delegates this responsibility to the Deputy Programme Coordinator/Programme Coordinator.
Key Functions:
Program management
· Responsible for the implementation of the education elements of emergency projects in accordance with approved time schedules, budgets and LWF & donor regulations.
· Supervise the Education Staff and ensure the Staff prepare and follow weekly and monthly work plans
· Oversee the training workshops on education for the target beneficiaries in the refugee camps and host community
· Design education data collection forms and carry out school management assessments in conjunction with the education personnel.
· Oversee the implementation of Early Childhood Development, Primary Ecuation, Accelerated Learning programme, Secondary Education, Adult Literacy, WASH in schools and Vocational Skills training in the refugee camps and host community.
· Oversee and give guidance on technical trainings as identified by the needs of beneficiaries.
· Oversee the participatory needs assessments and identify issues affecting education operations for emergency projects in the project area as organized by relevant agencies.
Coordination and accountability
· Lead the organization, plan and management of targeted beneficiaries for the education interventions.
· Lead the organization of training workshops for members of the Teachers, PTA and SMC for the LWF/DWS supported schools.
· Oversee the activities of the schools supported and provide necessary advice to them.
· Lead in build the capacity of the County Education Departments (CED) in the project area to develop / strengthen their capacities for improved educational management
· Prepare and submit weekly, monthly, quarterly and annual operational plans of education activities
· In collaboration with the County Education Departments, PTA’s and SMC’s promote girls education in the state.
Monitoring and reporting
· Prepare monthly reports and document case studies, best practices and lessons leant from each of the activities implemented as per the approved log frames.
· Coordinate with the County Education Departments in the project area in the distribution of scholastic materials to the LWF supported schools.
· Coordinate with logistics staff for supplies to the project area for education related activities.
· To represent LWF and liaise with local, national or government partners at local or state level in coordination meetings and workshops.
· Undertake continuous monitoring visits to all the beneficiaries.
· Work closely with PO FS, PO WASH and PO Protection to implement Food Security & Livelihoods, WASH and protection activities in target schools
· Mainstream the (HAP), Community Based Psychosocial Approach (CBPA)] into LWF/DWS programming.
Human Resources
· Recruit qualified project staff with the help of the HR/Admin Coordinator and Juba management. The Education Coordinator shall design the Job Descriptions and manage the performance of staff under his/her direct supervision;
· Maintain team work and an enabling working environment for Education and other field teams including ensuring clear reporting and communication channels and regular documented meetings.
· Support the professional development of the Education team members and conducts regular performance appraisal of the team members
· Support the identification of training needs and plans and their execution.
· Ensures that recruitment is gender-sensitive with the goal of gender balance within the staff, both in terms of numbers and levels of responsibility;
· Ensures that the skills of national staff are developed and utilized to the fullest extent possible for the furtherance of the program
Administration/Procurement/Logistics
· Certifies all requests for procurement and contracts in conjunction with the Procurement Committee and ensures that procurement of Education project supplies are done in accordance with established LWF/DWS South Sudan policies and procedures;
· Implements organizational goals, ensuring compliance by way of guiding Education field staff and inducting them into organizational systems and procedures;
· Ensures safety and security of Education staff and advises and consults with the LWF/DWS Team Leader on security matters, and takes appropriate action in line with the security policy;
Relations
· Maintains a close and consultative working relationship with appropriate church-related partners through frequent informal contact, coordination and collaboration;
· Maintains the requisite consultative relationships with the relevant governmental authorities at State level, and other agencies engaged in rendering assistance related to the Education program objectives of LWF/DWS;
· Fosters and maintains good coordination and collaboration with international and bilateral funding partners, particularly the UN, governments and their agencies, and other international and national NGOs;
· Carries out any other duties as assigned by the Team Leader or LWF/DWS Deputy Programme Coordinator.
