GENERAL FUNCTION:

Under the supervision of the Internews EM Support Department Head, the position will be embedded within the EM Business Administration team to train, mentor and advise the staff, and guide design, development and consistent application of systems and workflows (standard operating policies and procedures) that support the effective, efficient and funder compliant fulfilment of Operations functions.

S/he will work within the framework of Internews core values, the capacity building approach of the Internews EM Support team, and in support of the EM mission, organizational priorities and work plan. S/he will act as a professional mentor/coach and technical counterpart to build the capacity and professional development of the EM team while modeling the highest standards of professional and ethical conduct, and organizational best practices.

SPECIFIC DUTIES AND RESPONSIBILITIES:

Act as a professional mentor/coach and technical counterpart to build capacity and professional development of the EM Operations team. The position’s counterpart will be the EM Operations Officer, as well as the Fleet Supervisor/Head Driver and Electrical/Facilities Technician. S/he will also help support the F&A Manager (to whom the Operations Officer reports) to manage this team’s activities.

· Working closely with the OD Expert, the trainer shall regularly brief and coordinate his/her activities with the Business Manager (EM Business Administration division head) to whom the EM F&A manager reports.

· Building on progress and learnings to date, and the trainer’s assessment, s/he will design his/her proposed work plan, including recommended approach, priorities and timeline, under the guidance of the OD Expert and with inputs from counterpart management (EM).

· S/he will also develop EM individual staff development/training plans in collaboration with the EM Business Manager and HR Officer.

· Within the Business Administration division structure, revise/define Operations team roles and responsibilities clearly and concisely, promote strategies for effective teamwork, and cultivate collaborative working relationships across the organization.

· Rollout revised staffing structure, review/update JDs as necessary and train staff in roles to ensure effective separation of duties, internal controls and workload management.

· Effectively manage the functional areas within the Operations unit including but not limited to:

o Day-to-day-operations

o Travel – ground and air (domestic and international)

o Procurement and asset/inventory management

o Fleet management, including fuel tracking and vehicle repairs/maintenance

o Facilities management, including Eye Media building/compound, and generator fuel tracking/repairs/maintenance

· Support the ongoing transition process and handover of remaining operational responsibilities from Internews to Eye Media.

· In accordance with funder requirements, review and improve work flows (policies, processes, forms, etc.) for increased efficiency and strengthened internal controls, adapting system design to the unique business requirements of the organization and its staff capacity.

· Develop/maintain inventory and control systems for existing inventory/assets and in preparation to accept transfer of assets from Internews. Ensure set up for proper care, maintenance and custodianship of assets.

· Ensure all procedures, processes and documentation regarding procurement and purchasing are properly followed.

· Adapt and/or design systems for stock management of all consumables – office and cleaning supplies, foodstuffs, airtime, and especially generator and vehicle fuel -- to efficiently support business operations in a timely, responsive fashion, while minimizing waste, increasing cost effectiveness and ensuring tight internal controls for responsible stewardship of resources.

· Assure that all vendor contract arrangements best respond to business needs, and that supporting documentation related to vendors, suppliers, service providers, etc. are properly collected and filed.

· Assist and respond during internal and external audits.

· Perform routine meetings, e.g. weekly, with the Business Admin team to coordinate objectives.

· In coordination with EM CEO, Business Manager and Security Committee, provide operational support to meet EM security requirements.

REQUIRED QUALIFICATIONS:

· Master’s degree (MBA or other relevant degree) and/or equivalent relevant experience and certifications

  • Minimum 5-8 years of experience in operations including logistics, procurement, inventory management, fleet management in the nonprofit sector, preferably within an international development context. Understanding/experience of the South Sudanese or other similar operating environments in Africa a plus.
  • In-depth knowledge of international donor funding rules and regulations required, particularly those applicable for USAID cooperative agreements.
  • Experience working with local partners, ability to design systems, processes that suit a small local NGO requirements to ensure effective uptake and consistent, sustainable implementation by the NGO national staff team.
  • Understanding of and demonstrated commitment to upholding Internews’ core values.

  • Ability to manage multiple priorities and projects while working as part of a team.
  • Advanced computer skills especially in MS Excel, as well as Word, PowerPoint. Familiarity with inventory/asset management, fuel tracking and/or other specialized software tools a plus.
