Norwegian People’s Aid (NPA) is an International Non-Governmental Organization involved in humanitarian, relief and long-term development cooperation in South Sudan. NPA’s operational history in the country spans over almost three decades and involves implementing emergency, recovery and development programs that are contiguous in both space and time. Programmatic areas of focus are Food Security and Livelihoods, Civil Society Development, Health, and Humanitarian Disarmament. NPA continues to provide services to South Sudanese in 8 out of South Sudan’s 10 states.
We are currently seeking qualified candidates for the position of Monitoring, Evaluation and Learning Advisor.
Position Summary:
As a key member of the South Sudan program support team, the Monitoring, Evaluation and Learning (MEL) advisor will take the lead in ensuring the roll out of and the implementation of NPA South Sudan’s system for MEL within NPA’s Global Framework and our Theory of Change. The advisor will, specifically, support and enable the country office to plan programs and projects; measure and demonstrate our impact on civil society; increase quality in our programming; and help us be accountable to communities we work with and other stakeholders.
This position reports to Grants Manager and will be based in Juba with frequent field travels.
Essential Functions
Oversee the establishment of a Monitoring and Evaluation (M&E) system for NPA South Sudan including the development and implementation of M&E plans, tools and forms and data collection procedures
Provide oversight of different projects’ M&E activities, including the development of the project’s performance monitoring plan; monitor project indicators; implement baseline, midterm and end line studies; oversee data collection and analysis; synthesize data and study outcome reports; assure quality and audit data
In collaboration with the program managers ensure that the design, implementation, monitoring, and evaluation of all activities are in accordance with NPA standards and meet the goals and objectives of the different donors
Manage NPA’s adherence to the program’s indicator tracking requirements and coordinate with the Program Managers to ensure that activity staff, partners and beneficiaries receive adequate, timely and meaningful feedback on progress and learning in this regard
Conduct data quality assurance check
Conduct qualitative and quantitative data analyses
Working closely with Program Managers, lead a robust learning agenda for the program, design and implement mechanisms for continuous learning, collaboration and adaptation for project staff, partners, donors, host country government counterparts and other stakeholders
Build capacity of program staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation, data collection and management.
In collaboration with the Program Managers and Grants Manager ensure verified results are available for reports in compliance with donors’ procedures and agreements in the awards
Produce an annual report on NPA South Sudan’s activities and achievements
Qualifications and Requirements
Master’s Degree in Social Sciences, statistics/development research related field or Bachelor’s degree with postgraduate training in monitoring and evaluation, project planning and management
More than 3 years progressive working experience in managing M&E systems for complex programs
Thorough understanding of planning, monitoring and evaluation concepts and approaches.
Strong familiarity with Results Based Management or other Logical Frameworks
Track record of implementing simple, effective monitoring systems, including experience in data collection and management
Extensive experience in monitoring program implementation using qualitative and quantitative approaches
Excellent technical writing skills
Experience in supporting and developing programmatic staff with different backgrounds and expertise
Cultural sensitivity and highly developed interpersonal and communication skills
Ability to work efficiently and effectively with diverse stakeholders
