JOB CONTEXT:

Sudan was the theatre of a civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years. In 2005, a Comprehensive Peace Agreement (CPA) was signed by both sides. In 2011, a referendum took place to decide on the independence of Southern Sudan. Relations are still tense between the two sides, with frequent disputes over borders and oil revenues. In addition to this, the on-going conflict in Darfur and the inter-tribal disputes in the South contribute to further complicate the context.

After two years of relative calm at the national level, a political conflict broke out in South Sudan in December 2013. As a result, more than 10% of the country’s population were forced into displacement, infrastructures were destroyed or severely damaged and major human rights violations became widespread.

Prior to the current emergency, Handicap International was implementing projects on victim assistance (Yei, Southern Central Equatoria) and on DPOs strengthening and mainstreaming amongst governmental actors (Juba, Central Equatoria and Bor, Jonglei State). These long-term projects continue, and a new intervention on Mental Health in Juba has been added.

To respond to the current crisis, Handicap International is providing an immediate humanitarian response to the most vulnerable people located in Juba through a vulnerability and disability focal point aiming at identifying, assessing and providing humanitarian assistance (through referral to external services or directly if services not available in the community).

We are currently looking for the replacement of our Logistics Manager.

JOB DESCRIPTION:

In coordination with the Administrative Coordinator and under the supervision of the Program Director, you will ensure the efficient management of the Logistics Department and the supervision of the Yei base with the objective of providing support to the Project Managers. You will also function as the security focal point (Field Security Officer). Occasionally, during the Program Director’s absence, the Logistics Coordinator may be asked to serve as Officer in-Charge (OIC). It is expected that the repartition of the tasks in general will be as follows: Logistics Coordination – 70%, Security - 30%.

As the Logistics Manager of the program, your main responsibilities will be as follow :

· Ensure and develop an efficient logistical strategic and operational framework: Human Resources, Procurement management, Stock management, Fleet management, Equipment follow-up and supervision, base management, IT, etc.

· Train and support the logistics team on technical aspects Draft the logistics monthly report and send it to the emergency coordinator;

· Ensure a smooth communication flow, tools and information sharing with & between the Logistics team members and with the other departments’ members;

· Ensure the logistical support of the emergency team in terms of Supply, IT, Offices and Guesthouses management;

· Participate in the security/safety of the mission;

· Collaborate closely with the administrative coordinator on all topics related to logistics.

CANDIDATE PROFILE:

Skills & experiences: You have

· A degree in Logistics management

· At least 2 year of successful experience in a similar position preferably in an African setting

· A first experience of living and working in a difficult context with basic amenities

· Skills in managing security in crisis situation

· Proven team management skills and a real interest for capacity building & training

· Good practical knowledge on mechanics

Personal qualities: You are

· Known for your an excellent communication skills and your flexibility

· A quick-learner

· A solution-oriented person

REQUIRED LANGUAGE SKILLS: You are fluent in English.

JOB ENVIRONMENT:

1) Security

The security situation in the country remains tense and volatile. There are conflicts at the border and militia clashes. On December 16 2013, a large political crisis raised with major displacements of population. The security situation is further affected by a deteriorating economic situation.

2) Accessibility

Juba is the capital of South Sudan, and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities.

3) Accommodation

The office and the Guesthouses are separated in Juba. Both premises are in the center of Town. The accomodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. There is a TV in the dinning room with DSTV (cable) and the Guesthouses have internet/wireless facility. Juba offers some facilities as bars, restaurants, gym and swimming pools for International Staff but with a variable curfew up to 10 PM max.

EMPLOYMENT CONDITIONS:

Salary: 2 200-2 500€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children

Starting date : 01/01/2016

Length of the assignment : 6 months renewable
