IMA World Health is seeking a Finance and Administration Director to provide overall leadership and management to the second iteration of a multi-donor Health Pooled Fund (HPF) in the Republic of South Sudan. The 2-year, GBP 85-million fund is intended to ensure health service delivery and support achievement of national health sector development plan objectives across six of South Sudan's ten states. The Finance and Administration Director will oversee all major financial and operational aspects of the project including management and use of the fund mechanism, ensuring financial continuity and compliance as per donor wishes. In addition the Finance and Administration Director will be tasked with oversight of the projects administrative personnel at the state level.
A key objective of this project is to transfer ownership and stewardship of health service delivery to the Government of South Sudan.
Duties:
- Ensure systems are streamlined between HR, administration, finance and programs
- Generate, provide and analyze monthly management reports
- Responsible for the preparation of donor financial reports
- Coordinate, with the Team Leader, for the submission of donor-related reports in a timely manner
- Oversee contractual relationships and performance of external service providers in relevant areas
- Oversee external financial commitments including procurement contracts and lease agreements for office, warehouses, etc.
- Provide leadership support for the successful implementation of and adherence to the IMA Global HR Operating Policies and Procedures
- Institute staff development plans for training in order to build capacity
- Ensure strong working relationships between the field offices, the country operations and program teams
- Ensure project expenses are reasonable, allocable, prudent and spent in accordance with the donor's rules and regulations, and support annual auditing procedures
- Ensure that there is sufficient financial staff for disbursing all local costs under this program, monitoring and tracking expenditures, and preparing financial reports of program expenditures for submission to the donor
- Other relevant tasks as assigned
The position requires a competent and experienced person with the following attributes:
- A master's degree in business administration, finance or other relevant field
- A minimum of 10 years of experience supervising program operations, including human resources, procurement, subcontracts, grants and accounting/finance
- Experience working on contracts, preferably will have worked with DFID, CanadaAID EuropeAID and SIDA in addition to USAID
- Skilled in developing and managing large budgets, experience with managing logistics for the implementation of public health programs in Africa, and demonstrated in depth knowledge of donor Cost Accounting Standards
- Possess excellent organizational, analytical, oral and written communications skills demonstrate supervisory skills and an ability to work well in a team
- Fluency in English in both oral and written communication
- Ability to travel within South Sudan or region and internationally as needed
