South Sudan: Project Manager

Trocaire wishes to announce a vacancy in the partner organization within the Emergency Response Programme . The post holder will be recruited by Trocaire partner working on a large humanitarian intervention based in Sudan/South Sudan.

The Partner has been working in this region in providing quality clinical care to the conflict affected population through out-patient and in-patient care, including surgery and laboratory facilities.

The Outreach Project (ORP) Manager reports to Primary Health Coordinator. This position is based in Sudan/South Sudan with frequent travel to the rural communities.

The Project Managerwill be responsible for:

· Implementation of the outreach program according to the work-plans.

· Build capacity of outreach team members

· Monitor project activities and report against project indicators.

· Jointly with Primary Health Coordinatorcoordinate with the Secretariat of Health for strengthening primary health care services and communicable diseases prevention and
controlling in the rural and conflicted affected communities.

· Ensure strict adherence to universal precautions in the health clinic.

Implementation of outreach program:

· Prepare monthly work plan of outreach project team according to approved project proposals.

· Ensure activities are implemented as per agreed work-plan and budget, identify challenges and
find solutions/adjustments as needed.

· Maintain records of project activities and finances as required.

· Manage outreach team members and strengthen their capacity through on-job coaching and
training

· Ensure adequate supervision is maintained at the primary health care facilities through regular
visits.

· Coordinate and collaborate with the Secretariat of Healthon project activities and arising public
health issues and represent thePrimary Health Coordinator in their absence.

Capacity building of the clinic health staff and CHVs

· Jointly with the outreach team nurse, supervise clinic health staff in their day-to-day activities
and provide feedback and on-job training to ensure quality work and adherence to WHO/MMH
protocols.

· Jointly with the outreach team members, organise training sessions to clinic staff and community
health volunteers on first aid care, rational drugs use and other PHC clinic related topics as
needed.

· Give technical support to community health volunteers and coordinate with health promoter to
ensure quality health education and promotion are maintained.

Monitoring and evaluation

· Assist in data entry and analysis of monthly morbidity reports from the rural clinics.

· Organise and supervise stock management of drugs and outreach clinic commodities.

· Design and manage a plan to monitor activities and adapt the team as needed in
collaboration
with the Primary Health Coordinator.

· Prepare monthly activity reports with achievements and challenges and action points.

· Organise and conduct monthly team meetings.

· Jointly with the Secretariat of Health and the Primary Health Coordinator, conduct rapid
assessments of potential outbreaks of diseases as indicated.

· Jointly with the Primary Health Coordinator, design, plan and implement (bi-) annual surveys
to measure outcomes and impact of the ORP interventions.

General activities

· Represent as co-team leader of outreach project team to local authorities and community.

· Manage day-to-day logistics, administration and personnel activities.

· Prepare procurement and financial documents in advance.

· Provide a weekly report to the Primary Health Coordinator.

· Remain flexible to perform other duties as required or requested.

Qualification

· Clinical Officer or senior/experienced nursewith minimum 3 years’ experience in primary
health care in rural African settings and clinic management.

Work experience and skills required

· Experience in medical response in conflict affected areas and/or rural Africa.

· Sensitivity to the needs and priorities of conflicted-affected populations.

· Strong leadership skills and team management skills.

· Adaptable, flexible and mature in judgement.

· Good assessment, analytical, planning and reporting skills.

· Understanding of medical ethic and patient education.

· Have ability and motivation to travel and work long continuous days in remote

· Skilled Facilitator and Trainer

· Skilled in monitoring and evaluation tools and data analysis

· Skilled in coordination with local authorities

· Skilled in community mobilisation, facilitation and health promotion

· Excellent English language skill.

· Excellent Arabic language skill is a plus.

· Good practice on Microsoft Office package.
