Project Summary:

USAID/South Sudan's Office of Transition and Conflict Mitigation (OTCM) manages USAID's transition and conflict mitigation programming in South Sudan. A recent deterioration in South Sudan's security threatens both the integrity of the newly emergent nation-state and the stability of the region, both of which are critical foreign policy priorities of the United States in Africa. OTCM's small grants program via VISTAS engages local communities and stakeholders in remote and volatile regions of the country that are most prone to destabilizing conflict. The position will be employed by MSI, USAID/South Sudan's support contractor, and managed by the OTCM Team Leader or his/her designee. Due to this arrangement, the Field Program Manager's workspace will be located within the VISTAS offices on AECOM's compound.

Position Summary:

The Field Program Manager will work closely with AECOM in the management, monitoring, and implementation of VISTAS program activities. The Field Program Manager will support programmatic processes in place to ensure the program is in-line with program objectives, will help manage the ongoing activity process from development to socialization to approval, will review activity budgets for compliance, oversee and provide mentorship to VISTAS monitoring & evaluation processes, knowledge management, analysis and research. The FPM will travel frequently as security permits to monitor and assess political conditions and program performance and will meet with potential grantees and other program counterparts, develop activity ideas, and share proceedings from travel and activity development meetings to the relevant teams. This is a full-time, long-term position.

Responsibilities:

  • Support the VISTAS team in the day-to-day programmatic, operational, administrative and strategic matters related to VISTAS grantees.
  • Monitors and assesses the political situation in South Sudan and the region, monitor performance of the implementing partner, meet with potential partners, current program grantees and all other stakeholders to assure the program is running smoothly.
  • Works with USAID and other counterparts to help shape and develop strategies and activities in support of USG, USAID, and OTCM objectives at the field level
  • Assists in meeting and collaborating with USAID Mission personnel, U.S. Embassy staff, host country government officials, implementing partners, international organizations, indigenous and international NGOs, international donors, and other key players who may be interested in OTCM activities or have important information related to the start up or ongoing development of OTCM activities;
  • Perform other duties as determined by the supervisor to ensure successful OTCM program implementation.

Qualifications:

  • A Bachelor's Degree AND a Minimum of 4 (four) years of progressively responsible work experience, including a minimum of two (2) years must include relevant experience with a USG foreign affairs agency, large international assistance organization, or non-governmental organization, in community development, economic development, mediation/ arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities, including overseas field experience in humanitarian assistance, transition programs, or democracy-building.
  • OR
  • A Master's degree AND a Minimum of two (2) years of relevant experience with a USG foreign affairs agency, large international assistance organization, or non-governmental organization, in community development, economic development, mediation/arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities, including overseas field experience in humanitarian assistance, transition programs, or democracy-building.
  • Minimum of (6) months of overseas field experience in conflict-prone countries.
  • The ability to demonstrate creative problem-solving skills in a highly fluid environment.
  • The ability to demonstrate personal and professional maturity under stressful and unstable conditions.
  • The ability to demonstrate flexibility and to design and re-design his/her roles and responsibilities as the situation warrants.
  • The ability to demonstrate an independent work ethic while also being part of a team.
  • The ability to demonstrate prioritization of a heavy and complex work load.
